摘要:

通过对金属矿山尾矿库安全管理水平评价因素的研究,建立金属矿山尾矿库安全管理水平评价指标体系,确定了组织管理水平、制度实施水平、日常管理水平3个一级指标以及安全管理及技术人员、尾矿库内部安全规则、重点部位的监测等12个二级指标。运用专家打分法确定了尾矿库安全管理水平各层评价指标的权重以及第3层次的模糊关系综合矩阵,建立了模糊综合评价量化模型。最后对某尾矿库的安全管理水平进行等级划分及评价计算,对量化指标的合理性进行了验证,研究结果对于提升金属矿山尾矿库的安全管理水平具有参考价值和指导作用。

Abstract:

This paper, based on the factors in evaluating safety management of metallic mine tailings, establishes its evaluation index system by determining three level1 indexes organization, execution and routine management, and 12 level2 ones including technical staff, safety rules, and key monitoring. Their weights are given by experts' scoring and the level3 fuzzy matrix to establish fuzzy comprehensive evaluation model, which is used to classify the safety management level of some mine tailings, and all quantitated indexes are validated. This study offers references for promoting safety management level of metallic mine tailings.
