现行耕地占补平衡考核机制自身建设问题及建议

摘要：

研究目的：针对目前耕地占补平衡工作中的具体问题，从机制改革角度对耕地占补平衡考核机制建设提出建议。研究方法：综合分析方法。研究结果：耕地占补平衡自身考核机制的建设是实现耕地占补平衡政策目的的基础和保障；现行耕地占补平衡自身考核机制中存在的问题可以通过对补充耕地质量考核、省际间易地占补平衡考核、国家重点项目耕地占补平衡考核机制核心部分的建设综合重点解决。

关键词: 耕地；占补平衡考核；机制建设

Abstract:

This paper, aiming at the issues in plowlands balance, applies the comprehensive methods to study the supervision mechanism of plowlands balance. The plowlands balance self-supervision mechanism is a base to make land policies. The existing mechanism issues can be resolved through renewing plowlands quality supervision, provincial plowlands balance supervision, and national key plowlands balance mechanism.
