Abstract: Severe fragmentation exists in Chinese government`s administration on energy conservation and emission reduction, including absence of supporting policies and techniques, unclear responsibility, unfitting rights and responsibilities, which hampers the energy conservation and emission reduction. This paper, by using the concept of jointup government, establishes a practical model to resolve this issue, which is composed of four aspects, namely new concept of embodying integration into energy conservation and emission reduction, new working way of partnership and union of organizations, new inspiring methods of sharing achievements and taking responsibility of pollution, new policymaking way of consultation and dialogue among interestsrelated departments.
