摘要/Abstract

摘要： 依据中央工作部署，目前矿产资源开发整合工作正逐步转入常态化阶段。针对前期整合过程中存在的问题，如重大矿难遏而不止、产业链缺失、矿业文化缺位，本文在主体功能区框架下，从矿业集群、矿业负效应的“边际成因”以及矿业文化的视角探讨了今后西部矿业常态化整合的指导思想、主体、对象、模式以及远景目标，期望能促进西部矿业常态化整合工作的健康、有序发展，实现西部大型矿山企业可持续发展和阶跃式升级。

Abstract: In accordance with central government`s policy, integration of mining sector steps into a normalization stage. This paper, aimed at the issues in mining such as too many mining accidents, missed industrial links, absence of mining culture, discusses the directing principles, subjects, objects, model and target of western Chinas mining integration under the framework of major functional zone, viewing from mining clusters, marginal causes of negative effects of mining and its culture, attempting to promote a normalized integration, healthy and orderly, helping realize sustainable development and a leaping upgrade.
