老矿区转型发展思路:以山西轩岗煤矿区为例

摘要: 在分析老矿区转型发展面临的主要问题的基础上,以山西轩岗煤矿区为例,利用循环经济理论,确定矿区战略定位,探寻老矿区转型发展思路。部分老矿区存在产业结构单一、就业矛盾突出、基础设施落后、居住环境较差等问题,要在可持续发展、循环经济以及低碳生态理念的指导下,利用矿区的优势条件,以综合效益为导向进行转型发展,以改善矿区经济发展状况。转型发展的总体思路包括:构建产业链网,兼顾综合效益;完善基础设施,为发展提供坚实后盾;统筹空间规划,实现区域协调发展。

Abstract: This paper, based on a case study on Xuangang mining area, analyzes the primary issues of transformation development, identifies the development strategies and discusses the thoughts on the transformation development in resourcesexhausted mining areas with the circular economic theory. Issues of sole industrial structure, employment conflict, poor infrastructure and living environment can be improved by benefitoriented transformation development with the guidance of sustainable development and circular economy theory. The overall thoughts include constructing industrial links, considering comprehensive benefits, optimizing infrastructure and making spatial planning. JP
