对中国萤石矿开发利用问题的思考

摘要: 萤石是现代工业中重要的矿物原料,是中国一种重要的战略性矿产资源。主要从萤石矿产资源上游的勘查、中游的开发和利用以及下游的产品消费结构入手,分析了整个过程中存在的问题,主要归纳为:1)勘查重视不够,新增储量不大,后备资源不足;2)采选过程中,资源浪费严重;3)能耗高,生态环境保护恢复难;4)产品消费结构不合理,科技附加值不高。针对存在的问题,提出了几点建议:1)编制规划,宏观管理;2)加大萤石成矿规律研究及勘查力度,扩大资源量,确保资源供给的可持续性;3)继续实施保护性开发,调控生产总量;4)提高改进采选冶技术,加强监管;5)调整萤石产品结构,扶持开发下游工业,增强产品竞争力。

Abstract: Fluorite as a necessary mineral in modern industry is China's strategic resource. This paper, from fluorite's upstream exploration, middlestream development and downstream product consumption, analyzes the issues in the whole process, which can be summarized as: inadequate exploration leading to less newlyincreased reserve, big waste during mining and processing, highlyenergy consumption, hard to restore the environment, imbalanced product structure of low added values. This paper presents suggestions in planning, macroscopic managing, intensifying fluorite geology and exploration to enlarge its reserve and to ensure a sustainability in supply, protectively developing, and controlling the gross production, increasing processing technology and boosting supervision, and adjusting fluorite product structure to aid the downstream industry and to enhance product's competiveness.
