鄂尔多斯市水资源管理最优化模拟与评价

摘要: 成长型矿业城市社会经济发展与水资源间矛盾突出,如何实现在水资源有限和水污染减排约束下经济最优化发展是当前和未来迫切需要解决的问题。运用多目标最优化评价方法,建构包含社会经济、水资源供需、水环境改善在内的区域最优化发展评价模型,通过Lingo软件对鄂尔多斯市2014—2025年社会经济发展、水资源、水环境进行模拟预测与分析。研究表明,实施3种污水处理技术和产业结构调整的综合政策后,该市再生水循环利用率达到739%,再生水生产量增加了9 395万m3,水污染物质COD排放减少了24%,经济年增长速度为74%,实现了矿业城市可持续发展目标。这说明区域最优化发展评价模型能够为区域资源环境经济协调发展提供具有可操作性的实施方案,为政府制定科学合理的资源环境政策提供依据。

Abstract: Developing mining cities encounter a conflict between economy and water resources, making a necessity in developing economy under limited water resources and preventing water pollution. This paper uses multiple objectives optimization method to set up a model including society, economy, water supply and demand, water environmental improvement, which is applied to forecast and analyze Ordoss economy, water resources and water environment by means of Lingo software from 2014—2025. After three polluted water processing technologies were applied and industrial structure was adjusted, Ordoss water can be recycled up to 739%, equivalent to 93 950 000 m3 in addition. COD in polluted water decreases by 24%, and economy rises by 74%, achieving sustainable development in mining city. Such an optimized evaluation model can provide a workable plan for coordinated development of regional environment and resources, offering references for government to make rational resources and environment policy.
