Abstract:

Basic arable lands are the essence of arable lands, which almost takes full food production responsibility and ensures the material basis for food security. The protection of basic arable lands is not only on quantity, but also on the quality and production capability. This paper, from arable land quantity, quality, utilization status and ecological environment, gives a review on the situation, expands the new planning and new ideas, discusses the responsibility of arable land protection objectives, national centralized investment system, compensated arable land quantity and quality converted by grades. The future task of basic arable land protection is to pool capital, actively construct and protect the arable lands, which will activate the basic arable lands protection system.
