    This paper analyzes the relation between natural resources abundance and economic development during 1970 to 2003 in major nations. A series of variables such as investment ratio, scientific level and population growth imply a positive correlation between natural resources abundance and economic development in major nations, and proves that non-existence of “resources curse”. The European coastal nations have an outstanding positive correlation between natural resources abundance and economic growth. For those gulf rich nations abundant in natural resources like Kuwait and Qatar have a positive correlation between GDP per capita and resources abundance, but a fast population growth, low investment ratio and poor scientific level will baffle a sustainable economic growth in these nations who largely rely on resources.

    The integrated competitiveness of mineral resources include not only the mineral resources occurrence influence, but also the development and marketing capacity of the mining and processing. This paper applies the APH to evaluate precisely the integrated competitiveness of tungsten resources in 7 provinces including Jiangxi in 2005. A background value has been adopted in data processing in order to have consistency and comparability in the unit removed data, which proved to be effective by the evaluation results. The model is of stability by its sensitivity analysis, largely reducing impact from arbitrarily assigning weights.

    Check of productive capacity of farmlands is an extension of graduation. The farmland productive capacity includes three levels, theoretic productive capacity, feasible productive capacity and actual productive capacity. This paper, by establishing some functions between theoretic unit production of standard crop and natural quality of farmland graduation, and between feasible unit production of standard crop and utilization index, verifies the theoretic unit production, feasible unit production, and based on this, the regional theoretic unit production, regional feasible unit production. The actual productive capacity of farmlands is verified mainly according to the unit production of specified crops in area. Taking a case study on Kaifeng county, Henan province, this paper verifies the productive capacity of farmlands and discusses some related technical questions.

This paper uses the hiberarchy to set up the index system to evaluate the situation of land intensive utilization, calculates the comprehensive score of land intensive utilization through weighted modes, which has been applied to analyze the land intensive utilization during 2000—2004 in Neijiang city, and the difference in two districts and three counties, and presents some suggestions increasing the land intensive utilization.

    Air PM2.5and PM10 samples that were concurrently collected during March 5-14, 2008 were analyzed in their pollution level, daily changing trend, the ratios of PM2.5/PM10, and influent factors with results indicating that the daily average concentration of PM10 was 220.0 μg/m3, 46.7% more than the second national standard (150 μg/m3), and that the daily average concentration of PM2.5 was 132.5 μg/m3, 103.8% more than the US’s standard. This reveals a severe atmospheric particle pollution in this area. PM2.5 which is more harmful to human is a major component of PM10, about 63.6% on average. PM2.5 and PM10 concentration has a good correlation with humidity and wind velocity, increasing with the increasing of humidity and the temperature, and decreasing with the increasing of wind velocity. The meteorological conditions plays a key role in atmospheric particle pollution. This paper presents a reference to prevent air particulate pollution and to make policies.

    It is of significance to analyze the marketization level and regional difference in governmental controls on land. This paper, from land market trading structure, estimates the marketization level of China’s provincial areas during 1999 to 2007, and studies their regional difference by means of clustering method. The results indicate a gross low marketization level in China, a slow by fluctuation rising trend. The eastern areas are higher than the central, western and northeastern China, but their difference is becoming small. Based on national 31 provincial areas, 9 areas including Heilongjiang, Shanghai and Jiangsu rank the top, while other 5 areas including Xinjiang and Gansu are lowest in marketization level. At the same time, Tianjin and Shandong are low in land marketization level although they are located in eastern economic developed area, while Chongqing and Sichuan are higher in western China.

    Mercury in natural gas is harmful to the oil and gas processing equipments and natural environment. The statistic data of mercury content in natural gas worldwide show that mercury abundance depends upon their hosting rocks, is higher in coal than that in oil. In some oilgas basins, mercury abundance is high thanks to deep faults, magma and deep geological progresses. It has two origins, organic and inorganic, which define mercury content in natural gas.

This paper uses entropy method to study Huludao,s land sustainable utilization, and shows that 2003-2009 was the beginning and had a rising trend in resources, environment, economy and society, implying a big potential. This paper presents suggestions for the future land sustainable utilization in Huludao in forestry construction and eco-environment, developing coastal cycling economy, boosting land development, rehabilitation and consolidation, and controlling popular growth.

    This paper, aiming at the availability of copper resources in China, based on the copper resources and their development, establishes a mode, and applies a software system to analyze the availability, with the results showing that 49 copper mining districts out of 317 unmined copper districts can be mined, with big sizes but low economic benefits.Those that can not be mined are small sized with poor economic benefits.The grade-ton curve reflects a low grade in copper ores in China. The basic resources and reserve over 1.25% grade is quite limited. The cost-ton curve displays the available copper resources under different cost conditions in China.

    This paper applies the eco-footprint to calculate the eco-footprint and ecological loading capacity of Yaozhou district during 1949 to 2007, and predicts the future ecological trend via SPSS. The ecological footprint per capital increased from 0.262 hm2 in 1949 to 1.632 hm2 in 2007, 11.73% in annual rise rate. From 1983 to 1995, the ecological footprint per capital had a fastest rise rate of 58.28% by 0.876 hm2, three times the beginning of liberation. The ecological loading capacity per capital increased slowly from 0.551 hm2 in 1949 to 1.274 hm2 in 1980s, 19.19% in annual rise rate, and decreased to 0.912 hm2 in 2007. As population expanded, the ecological footprint has a big gap to ecological loading capacity, leading to an ecological deficit in 1993, which indicated that the ecological system had exceeded the limit of ecological loading capacity in Yaozhou district. The results reveal that the eco-footprint per capital is 2.6136 hm2 and the ecological loading capacity per capital is 0.6437 hm2 in 2020, with an ecodeficit up to 1.9699 hm2. This situation would get worse if the current growth mode shouldn't be changed.

    Mining cities are facing a series of serious issues like massive poor, collective unemployment and deteriorating environment, which makes a fragile social system. This paper illustrates the frangibility of social system, establishes an indexes system model to assess the frangibility in five districts in Fuxin city from resources distribution, population structure, education level, sanitation, social order, social guarantee and logistic construction. The results imply a big difference in social frangibility among the districts, first in Xinqiu district, second in Taiping district and last in Xihe district. The paper discusses the major causes of the frangibility in Fuxin city.

    This paper, based on the statistical data of global carbon dioxide emission, estimates the total amount, accumulative amount, per capita amount of carbon emission, and predicts the future carbon emission. Carbon emission is an aftermath of global industrialization. Human being are responsible for reducing carbon emission.
    The plan for climate changes shall abide by a principle of "common but with difference in responsibility". The developed countries have a big responsibility in carbon emission since the industrial revolution. The developing countries are responsible for reducing carbon emission though they were late for industrialization. Besides increasing energy efficiency, other renewable energies, lowcarbon technologies, a global specific policy shall be established with a clear and measurable goal to stabilize global atmospheric carbon emissions.

    This paper, based on 15 soil samples in 5 profiles around a typical development well in the southern Renqiu Oilfield, measures the polycyclic aromatic hydrocarbons (EPA’s controlled 16 PAHs as perference) via gas chromatographymass spectrometry detector (GC-MS), with the results indicate that the soils in nearby the well have been greatly contaminated. The total PAHs declines with depth, and with a peak at 20 cm in depth. The lowring PAHs such as Naphthalene, Fluorene, Anthracene and Phenanthrene and so on have a big proportion, of which the Naphthalene is the most. The PAHs decreases with rings, but the highring PAHs have an increasing proportion towards the well. The lowring PAHs are distributed chiefly at a depth of 0~20 cm and the middlehigh ones at 20~30 cm.

    The rapid economic growth is based on a surging demand for mineral resources and then puts a challenging request for mining industry. However, the non-recoverable mineral resources which have been largely consumed in China now can not meet the economic development. This paper, based on the mineral resources, mining industry, and mining policy, surveys the reserves and categories of mineral resources, and directs an orientation for mining industry, offering a reference for further study on mineral resources.

    The tourism in Shaanxi province has formed a structure taking Xi’an as center, Guanzhong area as major and south and north Shaanxi as two flanks, but weak in two flanks and strong in Xi’an. Shangluo city holds some quality and famous tourism resources, but still poor in its development. This paper, based on a general introduction to the tourism resources in Shangluo city, analyzes the issues, presents a plan to consolidate the tourism resources in two zone and two districts, and gives some suggestions developing and protecting the tourism resources from the big, middle and small scales.

    The oilshale resources are very abundant with its reserve triple to oil reserve in the world. As the oil-gas resources become less and less, it is economic and feasible to mine the oilshales. This paper compares the traditional oilshale mining technology (dry distillation and fluidized combustion for power generation) and Shell's ICP (Insitu Conversion Process), with results indication ICP is much better in environment, cost and products. So China shall develop ICP to face the challenging energy consumption.

    This paper compares the industrial transformation modes among various resources-based cities, divides them into passive mode and active mode based on their transformation periods, and into government guide mode, market guide mode and policy pilot mode based on the governmental effects. There are two policies, industrial adjustment and industrial replacement, which can give references for industrial transformation in resources-based cities in China in four aspects, policies, opportunities, regional competition and staff training.

    This paper, via multiple linear regress analysis, studies the relation between Tailu lake water environment and GDP increase, gross industrial production, gross agricultural production in Wuxi city during 1987-2003, concludes that the Tailu lake environment is closely interrelated to population growth and industrial structural changes. The water pollution is chiefly derived from agricultural organic pollution, living water and industrial water-gas-solid wastes. This paper gives some suggestions to improve the Tailu lake water environment.

     This paper builds an identity based upon economic scale, economic structure, energy intensity, energy structure and carbon emission factor, applies Logarithmic Mean Divisia Index (LMDI) to quantitatively decompose western region's carbon emission from 1995 to 2009 at industrial and regional levels, with results showing that rapid growth of economic scale is the main factor causing continuous increasing of western region's carbon emission; the potential of economic restructuring or changing have not appeared yet; energy intensity or increase of energy efficiency is the key factor in reducing carbon emission; optimization of the energy structure is the potential factor in controlling carbon emission. This paper presents suggestions developing low-carbon economy in western China.

Germany has been a leader in new energy industries in recent decade, putting new energy in the first position in its strategy, polices and the whole energy system. At the beginning of the 21st century, Germany upgraded the new energy policies to a basic national strategy, which can be a reference to China's energy strategy. This paper, based on a case study on Germany's new energy development, studies the development status, reasons and experiences of Germany's new energy, combines with China's development and presents that it is necessary to develop new energy in China, and gives suggestions on developing new energy in China.

This paper expands the position and effect of capital market in mineral exploration development that the capital market is not only a major financing tool, but also a vital drive to mining companies, as the capital market development can optimize the mineral resources management, and analyzes the main problems in capital market, such as lack of risk exploration capital market and management system and industrial standards, lack of risk funds, and unsound agency services, and presents four suggestions developing the capital market for mineral exploration in China.

     This paper, based on case study on Xuzhou's Pan'an coal mine subsidence, discusses the method to assess the farmland landscape ecological suitability in mining area, which, on the basis of land use types, establishes a factor system and applies APH and multi-factor comprehensive evaluation method determining the weight of each factor and overall score of a single type of land use, and then assess the ecological suitability of the various types of single site.Through ArcGIS9-3 technology platform, integrated ecological suitability of land distribution can be obtained by weighted superposition of each single site layers. This method can clearly reflect the spatial distribution of farmland landscape ecological suitability and offers a reference in optimizing the farmland landscape layout in mining area.

    This paper, based on the rating mechanism, markets and prices of global oil, classifies the evolution of global oil prices into five stages. According to the global oil market prices in every stages, the supply-demand relation is a basic factor to determine the oil price. The cost plays a key role in oil price. However, the US dollar has a big influence over the global oil price. The current oil price and market is manipulated. Moreover, some dubious factors, such as wars, natural disasters, accidents and other sudden outbursts, can also lead to a short fluctuation in oil prices. All these factors mutually exert an influence and control over the global oil prices.
