    This paper, based on the Inner Mongolias resourcesbased cities development status, constructs an evaluation index system of their industrial transformation capability from economy, society, resources and environment, and applies factor analysis to evaluate Inner Mongolias five resourcesbased cities. Wuhai is fading in its resources industry with big pressure in industrial transformation but with strong capability. Baotous economy goes fast with rational industrial structure and with relatively strong capability. Ordos, Hulunbeier and Chifeng depend largely upon resources with single industrial structure, weak in capability. This paper presents suggestions in industrial transformation for different cities.

Liupanshui as new resourcesbased city has done lots of work in selfinnovative construction, but issues as well exist in weak awareness, pursuing to short effect, unformed innovation system and mechanism, short scientific investment and irrational structure. This paper suggests Liupanshui enhancing innovative construction, supporting key enterprises who own self intelligence and innovative capability, cultivating and attracting talents, intensifying research input and establishing encouraging policies.

    This paper introduces the development of Americas tight oil, analyzes its impacts on Americas domestic and international oil and gas markets with the methods of statistics and comparison, and discusses its outlook. Rise in Americas tight oil production is adding crude oil supply globally, which will lower oil price. America will possibly relieve the ban in exporting crude oil. Technical innovation will boost the efficiency in developing tight oil. If the ban is still on, America will maintain its crude oil production of 430 000 t/d, leaving price room for other countries to develop tight oil. If the ban is off, America will double its tight oil production, which probably restrains the tight oil production in other countries.

    This paper, based on the risks identification of strategic targets selection of overseas copper resources development, and combined with expert survey, sets up evaluation index system, and uses Matlab to establish cloudmaterialelement theoretical risks evaluation model of strategic targets selection of overseas copper resources development, which is used to evaluate the risks in twelve copperrich countries. Results indicate a lower risk in Chile, Peru, Canada, Australia and Zambia, consistent with enterprises practice, meaning the model is useful.

    Based on the informatization construction of the information center, China aero geophysical survey and remote sensing center for land and resources, this paper determines the information management flowchart of mineral resources projects, establishes projects hierarchy and threeleveled management model, which can trace projects, subjects when changes happen and project history and improve the query and statistical function. The management system, which is based on J2EE and SSH2 development framework techniques, can be combined with application and data consolidation, and completes information gathering, processing and inputting. It has been recommended to be used in the research center. This system also enhances the supervision on project execution process and project funds use that offers references for developing the similar projects management system.

    Developing mining cities encounter a conflict between economy and water resources, making a necessity in developing economy under limited water resources and preventing water pollution. This paper uses multiple objectives optimization method to set up a model including society, economy, water supply and demand, water environmental improvement, which is applied to forecast and analyze Ordoss economy, water resources and water environment by means of Lingo software from 2014—2025. After three polluted water processing technologies were applied and industrial structure was adjusted, Ordoss water can be recycled up to 739%, equivalent to 93 950 000 m3 in addition. COD in polluted water decreases by 24%, and economy rises by 74%, achieving sustainable development in mining city. Such an optimized evaluation model can provide a workable plan for coordinated development of regional environment and resources, offering references for government to make rational resources and environment policy.

    The new urbanization is a historical opportunity for China to realize sustainable development, but China has to face “urban illness” and rising natural disasters. Chinas urban environmental issues are complicated and comprehensive, making them difficult to handle. Governments shall find innovation to make decisions. Public involvement is a key part in urban environmental management, which shall be encouraged and cultivated on its effective mechanism. Community environmental protection association is a major form for public involvement. It is a bridge to societyeconomyenvironment, a step of urban environmental management through incremental adjustments and also an innovation and practice of mass line.

    Heilongjiangs Huojihe molybdenum deposit is a large porphyric deposit, whose ore bodies are hosting in granodiorite. Its mineralization process includes four states, quartzpyrite, quartzmolybdenite, quartzpolymetallic sulfides, and quartzcarbonate. This paper, based on its geology, acquired the model age of 1769±24-1787±24 Ma, averaged 1776 ±11 Ma,isochronic age of 1766±32 Ma by using ReOs dating, which reveals the deposit formed in the late of Lower Jurassic. The granodiorite contains a higher silicon, and rich alkaline, with Rittmann index of 219-378 and A/CNK of 105-112, belonging to a weakly peraluminous and highK calcalkaline series. The REE pattern shows rightoblique linear and a clear comparison between LREE and HREE. The trace elements are rich in Ba, Th and U large ion lithophile elements, and depleted in Nb, Ta, Ti and P high field strength elements, implying its metallogenic dynamic setting is related to the subduction continental arc of the paleoPacific Plate beneath the Eurasian Continent.

    Shalegas exploration rights bidding plays an aggressive role for Chinas shale gas exploration in funds guarantee and technical support. China hosts marine, continental and marinecontinental mudstoneshale, which is characterized by strong structural remolding, many preservation modes and deep buried depth. Variable geology led to multiple shalegas development types and modes. Block optimization of bidding shalegas exploration rights shall be based on the block geology, data collection, resource estimation, feasibility study, and shale thickness, buried depth, organic matters concentration, organic maturation, fracturing, and economic assessment. Block optimization method applies to bid shalegas exploration rights.

High risk projects are mainly coming from politics and technical. This paper presents suggestion for different risks, offering references for China to invest overseas oilgas projects and to optimize projects.

    This paper, based on identification of financial risks, sets up assessment index system of financial risks which is given weight by using Delphi, and constructs assessment model based on TOPSIS and GRA, which is employed to assess the financial risks of the major target countries for Chinese investors. Risks are small in Canada, Mexico, Russia and Australia, but relatively high in South Africa, Kazakhstan, Chile and Brazil, higher in India and Argentina. Investors must consider the financial risks while investing.

    This paper, taking Chinas ocean as research target, establishes an evaluation index system of oceanic ecology loading capacity including three factors of society, economy and nature, applies improved ADAS model to calculate the comprehensive loading capacity of Chinas oceanic ecology system from 2007—2011 according to the balance between gross supply and gross demand, aiming at offering references for China to develop ocean resources and realize sustainable development. The comprehensive loading capacity of Chinas oceanic ecology is slightly rising from 2007 to 2011, climbing at peak in 2008. The loading level is at loadable, less than their loading capacity of Chinas oceanic ecology.

    In order to understand the advances in studying carbon emission factors, this paper uses comparison to review the carbon emission factors from scale, objectives, methods and conclusion. The drives can be classified as comprehensive factor and single factor. The methods are composed of factors decomposition, correlation, gray correlation, regression, cointegration, vector correction modeling, Granger causality test, etc. The presentative points include economy drive, technology depression and staged contribution. Due to different research scales and objectives, most are focusing on national level, with minor on provincial level. This paper also gives the content for further research.

    This paper selects Pingshuo coal mine, Chinas biggest open pit, and uses ENVI and ArcGIS based on remote sensing images to study vegetation carbon pool change from 1987—2010, and estimates its carbon pool values. In 1987 woods carbon pool quantity was 8995% of whole vegetation, and fell as mine got bigger, and rebounded a little after due to restoration. Grass carbon pool quantity had a small percentage, fell then rose by 298% in 2010 than in 1987. Farmland carbon pool quantity fell continuously by 2130% by 2010, which relates to rising mining and farmlandbacktowoods policy. Carbon pool values vary with land use types, and positively with their quantity in woods, farmland and grassland.

    This paper, based on provincial panel data 2003—2012, analyzes the relation among economic growth, foreign direct investment and environmental pollution with result showing a longterm cointegration, “N” shaped EKC curve in China. As economy develops, environment will undergo deterioration, improvement and eventually deterioration. The foreign direct investment improves Chinas capacity in treating waste water, but in general deteriorates Chinas environment. Preference on the second industry will impact environment. This paper suggests governments changing ideas in treating pollution, increasing the quality and standard of foreign investment, transforming industrial structure and developing the third industry with strength, enhancing clean energy and circular economy, and changing economic growth means.

    In order to explore an approach to resourcesbased economy, this paper constructs an endogenous growth model of small regional economy system oriented by resources development, which is used to assess elements fluidity and path selection of resourcesbased economy. Under a low element allocation level, dependence on resources will not only directly impede a long term economic growth, but also indirectly weaken the capacity of economic growth from other socialeconomic variables. Resourcesbased economy does not mean morbid, and its element allocation determines the occurrence of “resources curse”. This paper presents approaches to operation of resourcesbased economy from marketing reform, elements allocation optimization, human capital accumulation and progressive capital formation mechanism.

    Based on the 6th census and social & economic data, this paper applies classic field theory to study the relation between Gansus population, society and economy, which is visualized through ArcGIS 93, and uses the principal component analysis and regression analysis to evaluate the coordinated development status of population, society and economy. Population and economy fields strong in field effect are still strong in their comprehensive effect if overlapped, vice versa. From 1980—2000, Gansus population, economy and society were in coordination, turned to basic coordination since 2000, and changed to critical in 2010. Jinchang, Baiyin, Pingliang, Longnan, Linxia, and Gannan are in coordination, while other areas are in basic coordination.

    This paper studies the evolution and features of Xinjiangs industrialization, urbanization and energy consumption, and their interaction from 1978—2011 is also analyzed by using dynamic economy model. Since 1978 Xinjiangs energy consumption has proportionally increased with industrialization and urbanization, showing Granger causality. When Xinjiangs industrialization level rises by 1%, energy consumption will rise by 4776%; when urbanization level rises by 1%, energy consumption will rise by 4047%. The influence of industrialization and urbanization on energy consumption is far higher than that of energy consumption on industrialization and urbanization, and energy consumption has a bigger promotion to industrialization than to urbanization.

    Heatequivalent is applied to price the uranium products in the US and China, and then the prices are compared with those of the current products in global markets. Chinas price is higher than US. and global market, indicating it is good time for China to purchase uranium products from a perspective of energy substitution and heatequivalent price. Chinas power generation from fossil energy in cost is higher than the US and the world average, which implies that China has advantages to develop nuclear power. This paper suggests pricing uranium products to consider their scarcity according to other alternative energy prices and consumption structure.

    This paper, based on Chinas twelve listed rare earth companies financial results from 2004—2012, uses DEA to compare their operational performance in four foreend companies and eight rearend ones, and discusses their difference. The rearend ones have a lower performance displaying a polarization due to their poor technical input. The foreends performance varies with policy, unfavorable for industrial upgrading if rare earth resources are allocated to the foreend. This paper also presents suggestions in promoting Chinas rare earth foreend and rearends coordinating development.

    Heavy minerals survey as an economic prospecting had been widely applied during 1960 to 1980 with regional survey. It accumulated large quantity of data, which had been systematically processed in recent ten years during national mineral resource assessment project. This paper analyzes its issues and outlook of heavy minerals prospecting, concludes that heavy minerals and their combination indicate many kinds of metals deposits including gold and silver, black metal and partial nonmetallic minerals, determine the genesis of deposits, and look for possible magmatic intrusions. It also can be used to study regional petrology, structures, regional structural framework. This paper presents approaches to heavy minerals and data application.

    Heavy minerals are commonly used to explain sediments, transportation, source and geochemistry. Cassiterite, stable as its chemical components, is seldom used as an indicator of tin deposit in western Yunnan tin zone, China's vital tin concentrating area. Heavy minerals combination of tin deposits can indicate the deposit types and genesis, helps locate the new discovery. Heavy minerals of Lailishan tin deposit are composed of zicon, apatite, epidote, rutile and anatase, commonly found in granites, and tourmaline, a specific tinbearing granite mineral, totally less than 3% in weight. In a short transportation, heavy minerals combination includes cassiterite, pyrite and magnetite, also associated with monazite, hematite and limonite. Large quantity of pyrites implies a cassiteritesulfides ore body rather than Greisen type.

This paper, based on Mn and Ag bearing minerals'occurrence forms, enrichment rules and coexisting relation of Xiangguang Mn-Ag Deposit, establishes a heavy mineral comprehensive prospecting model for volcanic hydrothermal filling Mn-Ag deposits in the northern margin of North China Craton.

    Cuomolong Tin polymetallic deposit is one of major nonferrous metallic deposits in the West Sichuan Plateau. Natural heavy placer mineral displays obvious distribution characteristics. Anomaly is characterized by large scale and high intensity, closely related to the Triassic Tumugou, Qugasi and Dang’en formation of ore source bed, adamellite, kfeldspar granite and biotite granite of tinbearing granites and orecontrolling structures, consistent with Sn, Pb, Zn, Ag geochemical anomaly and comprehensive geochemical anomaly, which is a good response to the tin deposit. Cassiterite, galena and cerussite as the typomorphic mineral combination, their combination anomaly can be used as an important predictive factor to delineating the smallest prospecting area. Heavy minerals anomaly is a vital indicator of tin prospecting and exploration in this area and its vicinity.

    This paper, based on Shanxi’s 1∶200k heavy minerals survey,uses copper heavy minerals to introduce the lineation of heavy minerals combination anomaly. Zhongtiaoshan copper zone is composed of five copper anomalies, 2 Class I, 2 Class II and 1 Class III. Chencun town Class I anomaly is located in Laojundian high anomaly zone, where possesses Henglingguan, Tongkuangyu and Xumaogongdian copper deposits, also in a low and gentle minus magnetic anomaly with HuBi type, Henglingguan and Tongkuangyu deposits, consistent with chemical anomaly after Fractal processing. This anomaly shows a good indication for copper potential combined with the geology and offers the guideline for next work.

    This paper, based on a statistic analysis of gold heavy minerals in Heilongjiang, Jilin and Laoning's typical gold deposits, presents their typical heavy mineral combination in porphyry, skarn, orogenic and hydrothermal gold deposits. Gold heavy minerals are widely spreading, mainly confined by terrain and streams, showing center zoning. Study area can be divided into 12 anomaly zones, most near hidden faults with highly relativity with gold deposits from natural gold, pyrite, cinnabar and scheelite. Gold heavy mineral combination varies with gold deposit types.     Weining’s Beishan area of Ningxia is an important polymetallic metallogenic belt. Over years, a geological survey work has found more than 30 gold, copper, iron occurrences, but no breakthrough due to poor work and complicated geology and structures. This paper, by using heavy minerals survey data of Ningxia Resources Potential Assessment Project, overlaps Beishan’s gold, copper and lead single minerals (or combination), combined with geochemical anomaly, regional geology, compiles Beishan Area heavy minerals anomaly map and discusses their indication for prospecting.

    Conglomerate gold deposit is an important gold category. The occurrence form of gold vary its category, making finding gold possible according to the gold heavy minerals. This paper summarizes the distribution of gold heavy minerals in eastern Shandong, showing clustering and zoning anomalies, which are closely related to strata, intrusives and gold deposits (occurrences). A field investigation on Dianzi gold heavy mineral anomaly, Xiaoyuan, Jiaozhou city reveals the anomaly is connected to the Ducun formation goldbearing conglomerate, indicating conglomerate gold potentials in southerneastern Jiaolai basin in its Laiyang group conglomerate.

    Heavy minerals prospecting is low cost but workable. Lots of clues and deposits (occurrences) were found through Tibet’s 1:200k heavy minerals survey, such as chromium, tungsten, tin, lead, zinc and molybdenum. Tibet’s chromites are chiefly hosted in the ultrabasic units of two ophiolite melange zones, one in south and one in north, in which heavy minerals anomalies are zoning, highly consistent with ultrabasic rocks and chromite deposits. The ultrabasic rocks contain large quantity of black chrome spinel, resistant to weathering, heavy, and stable, which is zoning as an outstanding prospecting. This paper discusses the prospecting direction in the two zones attempting to find new ultrabasic units or chromite resources.

    Chromite heavy minerals and their combination have a good response to ultrabasic chromite deposits. There are many ophiolite belts holding ultrabasic rocks in the Tibetan plateau. It is worthwhile studying the indication of heavy minerals and their combination to chromite mineralization. This paper describes the anomaly distribution of chromite and its related mineral placers, summarizes their response extent to chromite mineralization around Dingqing of Tibet based on existing data, which would provide prospecting information to find the deposit. Research proves that the natural heavy placer combinations of ultrabasic chromite deposits are chromite and chromium spinel. Based on the heavy minerals survey, their anomalies in Dingqing area mainly distribute around the suture zone, closely related with ultrabasic rocks in genesis. Chromite high anomalies are highly response to chromite deposits (occurrences). These characteristics may provide indication for prospecting chromite ore deposits.

    Tangshan gold mine is the only independent, miniature fine disseminated gold deposit found in Jiangsu Province. Followed by 1∶〖KG-*2〗200000, 1∶〖KG-*2〗50000 database of natural placer mineral survey in Tangshan gold district, and combined with the assemblage characteristics of minerals in deposit, we chose limonite, pyrite, arsenic minerals (like realgar, orpiment and arsenopyrite), cinnabar, native silver, lead minerals (including natural lead, galena and cerussite), sphalerite, native gold, copper minerals (such as chalcopyrite, bornite, azurite and malachite), barite and so on as the major typomorphic minerals. Through ZSAPS2.0 software and GIS platform, this paper finally delineates natural placer mineral combinaton anomalies, and finds out that pyrite and limonite are the direct indicative minerals, and native gold, sphalerite, cinnabar, arsenopyrite, barite are the secondary indicative minerals of Tangshan gold mine. Considering prospecting signs, we establish Tangshan gold mine geologicalnatural placer prospecting criteria, which provides some reference for indepth evaluation of Tangshan gold prospecting potential.

    Cassiterite heavy minerals are indicator for tin deposits. The heavy minerals data shows a mineral combination of cassiterite, tungsten, lead, pyrite and magnetite in work area, which is compared with ore minerals and heavy minerals of Lianghe’s typical deposits. Indication of heavy minerals to tin deposits is summarized by their well relativity. This paper analyzes the deposit genesis implied from heavy minerals combination that can be used to determine the mineralization types and temperature and to find out a workable exploration model. Heavy minerals anomaly zones which are outlined based on magma, strata, structure, terrain and streams provide references for next exploration.

Geological prospecting and studies are chiefly focused on gold, tungsten ant tin, but less on copper, lead and zinc, etc. This paper studies the CuPbZn deposits and their genesis, compares their heavy mineral types and distribution in Pulang area, and finds out the copper mineralization and indication of prospecting. The heavy minerals and their combination are clustering, their anomalies are responsive to copper deposits, reflecting copper mineralization model and metallization and revealing metallization information of genesis, which is of indication to regional mineral resources prospecting. 

    Gansu’s MingshuiHeiyingshan area is a third class metallogenic belt with AuCuNiFe (WSn) mineralization potentials. This paper, based on the orehosting foundation, uses natural heavy mineral placer data to predict metallogenesis in Hersynian stage AuCuNiFe (WSn) mineralization of MingshuiHeiyingshan belt. According to the foundation distribution and geology, the belt is divided into 50 geological units for assignment values by natural heavy mineral placer data, which is integrated with number and scale of ore deposits or occurrences. Totally, 5 predicted areas of A class, 12 of B class and 16 of C class were obtained. Through comparison, it is found that the known deposits (occurrences) all located in both A and B class prediction area, which is in accordant with regional mineralization. This study provides usefully information for metallogenic evaluation and mineral exploration.
