摘要: 城市群内部产业结构调整优化是适应经济新常态、转变发展方式、提升城市群发展质量的重要途径。运用静态偏离—份额模型与动态偏离—份额模型相结合的方法,对地处丝绸之路经济带核心区的乌昌石城市群产业结构进行定量测度。结果表明:2005—2013年,乌昌石城市群总体产业竞争力明显高于全疆的产业竞争力,且第三产业竞争力优势突出;具有较高发展水平和自生能力的县市的产业结构优势明显;2007年以来乌昌石城市群产业结构调整效应开始显现,第三产业竞争力明显增强,但部分县市产业竞争力优势并不明显,着力调整优化城市群整体产业结构的任务依然十分艰巨、复杂而紧迫。

Abstract: The industrial structure optimization within city group is an effective way in adapting new economy, transformation, andincreasing city group quality. This paper uses static and dynamic deviationshare models to quantitatively measure the industrial structureof UrumqiChangjiShihezi city group which is located in the core area of “Silk Road” economic zone. The results display that its industrial competiveness is distinctively higher Xinjiang's overall industrial competiveness in 2005—2013 with the outstandingthird industry. Cities with advantages in industrial structure have a higher developing level and a selfgrowth capability. Since 2007 the effect of industrialstructure adjustmenthad begun to emerge with rising competiveness in its third industry, but partially not. It has huge work to do in adjusting and optimizing industrial structure of UrumqiChangjiShihezi city group.
