摘要：

依据我国土地法在立法角度上的欠缺，本文初步探讨在立法上完善我国土地管理相关法律法规，从加强土地法宣传、加大违法处罚力度以及规范职能部门权责3方面，简单分析如何建立良好的土地管理法律法规的实施环境，以利于法律法规的贯彻和执行。

关键词: 立法欠缺；立法完善；实施环境完善

Abstract:

This paper, based on the deficiencies in land laws, discusses how to optimize from legislation the land management laws and regulations, analyzes the operational environment of land management laws and regulations from enhancing propaganda, punishment and governmental responsibilities.
