海岛县产业结构及转型对策研究——以长海县为例

摘要：

我国诸多海岛产业结构具有结构单一、以渔为主的共性特征，这种建立在资源基础之上的传统产业结构不利于海岛经济的稳定持续发展。以长海县为例，通过对其产业结构及其特征的分析，结果表明：长海县渔业生产不够稳定，朝阳产业缺乏竞争力；第二、第三产业的发展明显落后于第一产业；按照产业结构发展规律，基于资源总量限制及其他发达地区的发展经验要求，长海县产业结构调整势在必行，应加快推进产业结构高级化，积极发展新渔业和技术密集型的产业，应以旅游服务为中心，努力实现第三产业超常规发展，这对于其他海岛县也具有借鉴价值。

Abstract:

China's many islands are similar in industrial structures, characterized by single structure, normally as fishing. This kind of traditional industrial structure based on resources is not good for the sustainable development in island economy. This paper, based on a case study on Changhai county, analyzes its industrial structure and features, indicates an unstable fishing production and lack of competitiveness. The second and third industries are laggard behind the first industry. According to the rules of industrial structure and the limit of gross resources, it is necessary to adjust its industrial structure in Changhai county. This paper presents strategies to the industrial transition, including increasing the industrial structures, developing new fishing and technical industries, and focusing on tourism. The third industry shall be developed very quickly, which could be as a reference for other islands.
