Abstract: Baishan, Jilin Province is listed in the first resourcesexhausted cities by the State Council. It is a typical resourcesbased city and the industrial system depending on coal, forestry and mining will still exist for a long period. Hunjiang District is the location of Baishan municipal government. In order to handle well the relationship of mineral resources exploitation, economic and social development and ecological environment protection in a county, this paper gives some strategic suggestions to make Hunjiang a new green mining city: continuously developing traditional mineral industry; strengthening and expanding those advantageous industries like diatomaceous earth industry and mineral water industry; outputting featured products, focusing on ecology, green and scientific development.
