Abstract: Low-carbon economy is an approach to coping with climatic change and realizing sustainable development. Based on the construction status of Dongguan Eco-Park and the theory of low-carbon and circular economy, a design plan of “one center-two bases-four parks” is put forward in consideration of economy, environment, resource and society. Furthermore, the measures of developing low-carbon economic industry, constructing wetland Eco-Parks and setting up wastes recycling center are presented to make Dongguan Eco-Park a low-carbon economic zone. The construction of Dongguan low-carbon economic zone can promote the low-carbon economy of Dongguan, and provide references for Pearl River Delta and other districts.
