资源、环境双重约束下辽宁省工业主导产业选择

SELECTION OF LEADING INDUSTRY SECTORS UNDER RESOURCE AND ENVIRONMENTAL CONSTRAINTS IN LIAONING PROVINCE

摘要: 对辽宁省工业发展所面临的资源约束和环境约束进行详尽分析,然后利用收入弹性系数、生产率上升率、比较优势系数、综合关联系数和资源环境损耗指数等5项指标计算辽宁省主要工业行业的综合基准系数,并以此作为选择主导产业的主要依据。研究表明,选择通信设备、计算机及其他电子设备制造业、金属制品业、交通运输设备制造业、通用设备制造业、电气机械及器材制造业、黑色金属冶炼及压延加工业等6个工业行业作为辽宁省工业主导产业,突破资源、环境的双重约束,实现工业结构的优化。

Abstract:  Based on the analysis of resource and environmental constraints on Liaoning`s industrial development, five indexes of income flexible coefficient, productivity rising rate, comparable advantage coefficient, synthetic related coefficient and resource-environment loss are used to calculate the synthetic benchmark coefficients of major industry sectors, which are regarded as the basis to select the leading industry sectors in Liaoning. Six industry sectors of communication equipment, computer and other electric equipment manufacturing, metal products manufacturing, transportation equipment manufacturing, general equipment manufacturing, electronics manufacturing, and black metallurgy and processing, are selected as the leading industry sectors, so as to overcome the resource and environmental constraints and optimize industrial structure. 
