摘要：

为了配合中心城区“退二进三”，温州市产业重心向滨海地区、临港基地实施战略转移。本文针对沿海新经济带临港产业发展布局与海洋生态保护、生态宜居城市建设出现的若干矛盾和问题，进行协调讨论。根据重视功能区划分、节约资源、保护和建设生态环境、着眼长远、积极开发利用可更新资源、转变经济发展方式、推进生态文明等指导思想，提出并阐明沿海产业核心区的产业与交通布局须注重功能区科学配置，重视生态隔离、水土资源保护与节约利用、珍稀生态优先、结合温州市特色等原则。

Abstract:

Wenzhou city will have a strategic transfer in its industries to coastal zone. This paper, aiming the issues in industrial layout, oceanic environmental protection and ecological residence-suitable cities in coastal new economic zone, studies the functional division, saving resources, protecting and constructing ecological environment, utilizing new resources, and transforming economic development methods, and promoting ecological civilization, presents a scientific layout in functional divisions between industries and transportation in the core of costal industrial zone, focus on ecological isolation, protecting and saving water and land resources, and priority in rare ecologies. This paper combines the specialties and issues of Wenzhou city, expands the points of view and reasons.
