基于PSE-C模型的资源型城市脆弱性评价

摘要: 构建资源型城市脆弱性评价指标体系,运用改进后的“压力-敏感-弹性” 条件模型(PSE-C模型)对榆林市2001-2011年的脆弱性程度进行评价。结果表明:1)当资源型城市的脆弱度值等于资源开采阶段系数时,系统处于最佳运转状态,但这种状态同时也是一种临界状态,一旦被打破,系统会马上不稳定,呈现出一种脆弱性爆发上升的趋势,因此,要实现资源型城市的可持续发展,就要让城市的脆弱性值尽量左趋近于资源开采阶段系数;1)榆林市的压力指数在2011年已经达到一定的高度,远远超出弹性的承载范围,同时,其敏感性也大量暴露出来,因此榆林市下一步要着力实施降压、降敏和增弹的措施;3) 确立科学的发展道路对于资源型城市的发展具有重要意义。

Abstract: This paper establishes an index system to evaluate resources-based cities'vulnerability,and uses improved PES-C model to evaluate yulin’s vulnerability from 2001-2011.The results show an optimal operating system while the value of vulnerability equals to the coefficient of mining stage,but in a critical state which,if broken,will be abruptly rising by losing stability.Therefore,in order to realize the sustainable development of resources-based cities,the value of vulnerability should approach the coefficient of mining stage from the left as far as possible.Yulin’s pressure index reached a certain height in 2011,far over flexibility’s loading limit,leading to a rising sensitivity. Hence,yulin’s follow-up is to decrease pressure and sensitivity and to increase flexibility.A scientific way makes sense to resources-based cities.
