“耕地占补平衡”政策下耕地资源利用效益研究——以江苏省为例

摘要:

在“耕地占补平衡”政策下,江苏省耕地的总体生产能力呈下降趋势。由于耕地后备资源短缺和城市化过程需消耗相当数量耕地资源,未来江苏省解决粮食安全的主要途径就是提高耕地利用效益。文章从耕地产出效益系数、耕地消耗回报系数、耕地污染替代系数以及耕地利用集约化系数对江苏省耕地利用效益进行了评价,并通过分析农业要素对耕地生产能力的贡献率,提出提高耕地利用效益的建议。

Abstract:

Under the Plantation Occupancy-Compensation Balance Policy, the total yield capacity of plantation in Jiangsu province is descending due to the gradually consumed plantation resources during urbanization, so the major measure to guarantee provisionment is to increase plantation utilization efficiency. This paper, based on yield efficiency coefficient, consumption harvest coefficient, pollution substitute coefficient and utilization intensive coefficient, evaluates the plantation utilization efficiency, analyzes the contribution ratio of agricultural components to yield capacity and attains some measures to increase plantation utilization efficiency.
