广东省集体建设用地基准地价测算方法探讨

摘要:

目前,我国农村集体土地的价格体系主要是针对农用地的农用地基准地价和征地区片综合地价。针对建设用地评估的城镇基准地价覆盖范围又把农村集体建设用地排除在外,因此,集体建设用地基准地价还是当前我国地价管理中的空白。本文结合广东省集体建设用地基准地价制定试点工作,针对集体建设用地定级与基准地价测算工作中所遇到具体问题进行探讨,旨在为完善集体建设用地流转配套措施提供参考。

Abstract:

The price system of rural collective-owned lands includes benchmark land-price for agricultural land and regional integrated price for land requisition, which were both confined to agricultural land; hence, this paper, based on a tentative practice on the benchmark price of rural collective-owned construction lands establishment, discusses some issues in gradation and calculation of collective-owned construction lands, aiming to provide a reference for optimizing measures for circulation of rural collective-owned construction lands.
