中国矿业低碳化发展的思考

摘要:

气候变化向人类敲响了警钟,也吹起了低碳经济的号角。矿业是国民经济发展的基础,而低碳矿业是低碳经济发展的基础,发展低碳矿业具有特殊的意义。当前,我国矿业的低碳化发展面临着一系列的问题,如勘查、开采过程中会造成污染,矿山规模小而散,矿业结构不合理,矿产资源综合利用率低,矿山行业的能耗高,环境污染严重,环境成本高,这些问题给矿业的低碳化发展带来了压力,严重地制约了我国矿业低碳化的发展。因此,必须秉承绿色发展理念,推行矿业低碳勘查与开发;推行科技创新,推动资源整合,提高资源利用效率;依靠科技手段,节能减排,加强矿山环境保护与治理;加强监督管理,建立有效的矿业碳排放考核奖惩机制和激励机制,最终实现矿业勘查、开发的低碳化发展。

Abstract:

Climate change is a sign of environmental deterioration, which summons a low carbon economy. Mining sector is a base for economy, low carbon mining is a base for low carbon economy. China’s mining sector fronts many issues while heading for low carbon economy such as mining pollution, small mine sizes, illogical mining structure, low utilization efficiency in resources, energy-highly consumption, environmental pollution, which cumber the development of mining sector. Hence, it is necessary to carry out the green mining and the low carbon mining. Scientific innovation and resource integration can increase the resource utilization efficiency. The low carbon mining shall be based on environmental protection, management and supervision, and effective carbon emission rewards/punishment mechanism and encouragement mechanism.
