摘要：

在分析塔河流域产业发展特点的基础上，以巴州地区为例，研究了矿产资源开发带来经济环境效应。研究结论发现:1995—2009年矿产资源产业对经济总量的贡献率总体水平维持在50%以上，对经济增长的贡献率处于上升趋势；石油和天然气开采业和非金属矿采选业是巴州最具优势的主导产业；矿产资源产业的就业吸纳较强，企业集聚能力强，固定资产投资的贡献率基本上维持在40%以上；矿产资源产业与工业废水排放量、工业二氧化硫排放量呈线性增长关系；矿产资源产业税收成为巴州地方财税收入的重要来源。但是，矿产资源开发的经济效应作用还没有充分发挥，矿产资源行业的发展潜力下降。因此，应高效利用矿产资源，进一步延伸产业链，促进矿产资源开发与环境保护协调发展。

Abstract:

This paper, based on a case study on Bazhou area, analyzes the industrial development features of Tahe river stream, and studies the economic-environmental effect induced by ore resources development, and concludes that mining industry contributes above 50% to the gross economy yield in 1995—2009, with a rising trend. The oil & gas and nonmetallic mining is the leading industries in Bazhou. Mining industry needs larger employment, and mining units have stronger concentrating capacity and contribute over 40% to the fixed asset investment. Mining industry increases with waste water discharge and sulfur dioxide emission. Mining tax is a vital part in Bazhou^,s local tax income, but its economic effect has not been fulfilled, leading to descending potential. Ore resources shall be effectively used and extend its chain to promote a concerted development between ore resources development and economic protection.
