全国统一的耕地占补平衡按等级折算系数研究

摘要:

制定全国统一可比的耕地占补按等级折算系数能够为易地占补平衡提供科学依据。通过对比不同折算基础和不同等级尺度上折算系数的编制方案,认为全国统一的耕地占补平衡按等级折算系数应以国家级分等成果为基础,利用15个耕地等别及其相对应的标准粮产量上限值计算折算系数,并从应用角度提出建立“两重一省”的耕地占补协调区域方案,确定了跨区域耕地占补平衡按等级折算的应用步骤。

Abstract:

The national unified conversion coefficient by hierarchy provides a scientific basis for requisition-compensation balance. This paper, based on variable conversion scales, concludes that the conversion coefficient shall be based on national hierarchy which uses the fifteen farmland hierarchies and their upper crop production limit, presents a regional plan of farmland requisition compensation balance, and determines their trans-regional applied steps.
