Abstract: This paper reviews the evaluation index system of economy based on resource circulation, and establishes the evaluation index system from economy, society, resource and ecology. Resources can be divided into original, medium and waste categories, and their circulation process, which can be divided into large and small, is be altered to only focus on original resource development. Development of medium and waste resources is to set up the new index system of economicsocial development. The big and small circulations are used to neutralize the impact of original resource on economy, society and ecology. The new index system emphasizes the extension of medium resource and effectively develops waste resource and appropriately limits the original resource. A multipleleveled small resource circulation can be used to scientifically evaluate the sustainable development.
