Abstract: Shanxi province, typical resourcesbased, is confronting irrational industrial structure and poverty. This paper establishes a fixedpriced multiplicative model on the basis of Shanxi's 2007 social accounting matrix, which is used to study the influence of different industrial development on residentsincome. Result shows increment of residents income does not necessarily mean poverty reduction. The model is improved of poverty sensibility to reflect residentsincome and FGT and used to calculate the poverty occurrence rate, poverty depth and poverty intensity. Education departments has the biggest effect on income and poverty reduction, with urban residentsincome more than rural and an outstanding poverty reduction on extremely poverty. Hygiene, social security and welfare departments play an obvious role in economy and residentspoverty reduction. The third industry fits the needs of statedabove departments in increasing residents income and reducing poverty and needs to be supported for development.
