黑龙江省矿产资源管理政策实施效果分析

ANALYSIS OF THE IMPLEMENTATION EFFECT OF MINERAL RESOURCE MANAGEMENT POLICIES IN HEILONGJIANG PROVINCE

摘要: 矿产资源作为黑龙江省经济发展的重要支撑,在地方工业和经济增长中发挥着关键作用。为了确保这些资源的可持续开发与利用,黑龙江省近年来出台了一系列矿产资源管理政策。然而,这些政策在实施过程中是否达到了预期效果,仍然缺乏系统性的评估。因此,本研究通过多维度的数据分析和方法论应用,对黑龙江省现有矿产资源管理政策的实施效果进行了深入探讨。为获取第一手数据,本研究设计并发放了针对不同利益相关方的问卷调查,调查对象涵盖了矿产资源主管部门、地质勘查单位以及矿山企业。经过筛选和整理,共获得了489份有效问卷,这些数据为研究提供了丰富的信息来源。在数据分析阶段,首先通过信度和效度分析对问卷的可靠性和有效性进行检验,以确保研究结论的科学性。信度分析保证了问卷内部一致性,效度分析则验证了问卷测量结果的准确性与相关性。为了更深入地理解不同政策实施效果的具体表现,本研究采用了模糊综合评价法(fuzzy comprehensive evaluation, FCE)和重要性-表现分析法(importance-performance analysis, IPA)对数据进行处理和分析。研究结果表明,黑龙江省的矿产资源管理政策总体上得到了较高的评价,特别是在政策框架的稳定性、监管力度和资源合理开发等方面表现良好。然而,部分政策在实际实施过程中仍存在显著不足。例如,同一矿种的矿权出让管理存在层级重叠的问题,导致政策执行效率受到一定限制。此外,关于“净矿”出让的相关规定在实际操作中缺乏明确的执行标准,增加了资源管理的复杂性和不确定性。基于上述分析,本研究为黑龙江省未来的矿产资源管理政策提出了若干建议。研究成果为黑龙江省进一步深化矿产资源管理改革,推动资源开发与生态环境保护的协调发展提供了重要参考。

Abstract:

As an important support for the economic development of Heilongjiang Province, mineral resources play a key role in local industrial and economic growth. In order to ensure the sustainable development and utilization of these resources, Heilongjiang Province has introduced a series of mineral resource management policies in recent years. However, there is still a lack of systematic assessment as to whether these policies have achieved the expected results in their implementation. Therefore, this study provides an in-depth exploration of the implementation effects of existing mineral resource management policies in Heilongjiang Province through multi-dimensional data analysis and methodological application. In order to obtain first-hand data, this study designed and distributed questionnaires targeting different stakeholders, covering mineral resources authorities, geological exploration units, and mining enterprises. After screening and organizing, a total of 489 valid questionnaires were obtained, and these data provided a rich source of information for the study. In the data analysis stage, the reliability and validity of the questionnaire were firstly tested through reliability and validity analysis to ensure the scientificity of the research conclusions. The reliability analysis ensured the internal consistency of the questionnaire, while the validity analysis verified the accuracy and relevance of the questionnaire measurements. In order to gain a deeper understanding of the specific performance of the implementation effects of different policies, this study used Fuzzy Comprehensive Evaluation (FCE) and Importance-Performance Analysis (IPA) to process and analyze the data. The results of the study show that mineral resource management policies in Heilongjiang Province are generally highly rated, especially in terms of the stability of the policy framework, the intensity of regulation and the rational development of resources. However, some of the policies still have significant deficiencies in the actual implementation process. For example, there are overlapping levels in the management of the granting of mineral rights for the same type of mineral, which has led to certain limitations in the efficiency of policy implementation. In addition, there is a lack of clear implementation standards for the regulations on the transfer of “net mines” in practice, which increases the complexity and uncertainty of resource management. Based on the above analysis, this study puts forward a number of recommendations for future mineral resource management policies in Heilongjiang Province. The results of the study provide an important reference for further deepening the reform of mineral resource management in Heilongjiang Province and promoting the coordinated development of resource development and ecological environment protection.
