Abstract:

With the establishment of public finance framework and investment system reform, the traditional project assessment methods based dominantly on project expenses and benefits are facing a highly limited application. This paper analyzes the traditional project assessment, presents a new point of view regarding project performance assessment, expands the definition, contents and basic features of performance assessment of public investment projects, discusses the present status and strategy, trying providing assistance in perfecting project assessment methods.

摘要：

随着公共财政框架的建立和投融资体制改革的发展，以项目费用和效益等经济性评价为主要内容的传统项目评价方法的应用局限性日益突出。本文在分析传统项目评价的基础上，提出项目绩效评价的新观点，阐述了公共投资项目绩效评价方法的定义、内容和基本特征，探讨了我国项目绩效评价的现状并提出发展思路，为丰富和完善项目评价方法进行了有益的探索。
