Abstract:

This paper, based on the seasonal production in gas field units, carries out a plan-budget-practice management theory, which systematically manages the production, operation and safety. It is a successful application of the theory in gas fields. This paper discusses the renovation and management of the theory, verifies it through case study, and presents some suggestions improving this system.

摘要：

文章在分析气田企业生产的季节性特征的基础上，对长庆采气一厂实施的“全面计划、全面预算、全面执行”（简称“三个全面”）管理理论进行了分析，文章认为，“三个全面”管理体系从横向、纵向、时间3个维度上，将气田生产、经营、安全等各项工作纳入全面、系统的计划管理，是全面计划理论在气田企业的成功应用。本文对这一管理体系的管理思想和理论创新进行了总结和检验,并对进一步完善这一体系的途径进行探讨。
