Abstract:

Coal city Liupanshui is currently in the bloom of resources economic development from the development cycles of resources industries, is also at a best time for industrial transition.  However, limited by resources, industries, local governments, poor innovation, and cost accumulation, Liupanshui is its plight for mid-transition. This paper aims at these barriers and presents some approaches to industrial transition in Liupanshui.

摘要：

从资源型产业发展的生命周期规律看，煤城六盘水市正处于资源经济发展的成熟期，也是城市转型的最佳时期。然而，受资源诅咒、产业刚性、地方政府行为、创新乏力、成本积淀等障碍性因素阻滞，中期转型陷入困境。本文针对转型障碍性因素的特征，提出一系列对策与措施主动推进煤城转型。
