Abstract:

Industrial transfer is a vital economic phenomenon which relates to the global economic layout and China’s economic development. It displays a longitudinal or latitudinal move of industry in spatial layout that is a kind of transfer of productivity and production elements in nature. Seen from the forth global industrial transfer, the basic drive is benefits, the objective base is locality variance, the key step is technical transfer, and the major media is enterprises and trans-national companies, but governmental involvement is a guarantee. These internal regularity has a big implication to Sichuan province, especially to Guang’an city. This paper, based on the issues of industrial transfer in Sichuan province, through a case study on Guang’an city, discusses the deficiencies of industrial transfer arising from economic development level and transportation, and presents suggestions approaches to the industrial transfer in Sichuan province.

摘要：

产业转移是非常重要的一种经济现象，影响着世界经济的格局和中国经济的发展。产业转移是产业在空间布局上的横向或者纵向的移动，本质是生产力、生产要素的转移。从国际4次产业转移的实践中我们可以发现，国际产业转移的最根本的动因是利益的驱使；客观的基础是地区之间的差异；关键环节是技术转移；主要的载体是依托企业和跨国公司，但是政府的介入是其最重要的保证。这些内在的规律性对四川尤其是广安来讲有着很深刻的启示。本文通过对四川在承接产业转移中存在的一些现状和问题的研究，以广安为特例，分析指出广安由于经济发展水平和交通的不完善导致在承接产业转移中存在着很大的不足，然后针对着这些不足，提出四川在承接产业转移中的一些对策和建议。
