Abstract: This paper, based on the characteristics of Tianjins modern agricultural zone, establishes a synthetic evaluation index system and a model by use of coordination degree function to evaluate the development of Tianjins agricultural zone. The evaluation index system is composed of synthetic indexes and specific indexes, 26 indexes in total. The synthetic ones cover economic, social and ecological benefits, while the specific ones cover technical leading, tourism driving, industrial pulling and resources utilizing capacity, which implies its features. The modeling results show that there are three developing stages, i.e., the preliminary, intermediate and advanced stages, in Tianjin`s agricultural zone with suggestions given for each one.

摘要: 针对天津市现代农业园区的特点,在构建园区发展综合评价指标体系的基础上,采用协调度函数建立评价模型,以对园区发展进行准确评价。天津现代农业园区发展评价指标体系由综合类指标和个性类指标构成,共有26项具体指标。综合类指标包括经济效益、社会效益和生态效益三大类指标,个性类指标反映了园区的特点,包括技术引领能力、旅游带动能力、产业带动能力及资源利用能力四大类指标。最后根据模型计算结果,将园区发展的阶段分为初级、中级和高级3个阶段,并为每个阶段的发展提出了建议。
