Abstract: This paper analyzes Japans energy management system from general situation, system structure and energy policies and laws, and discusses the revelation of Japanese mode to China. Japan, short of energy, reaches a safe and steady energy supply through policies of opening sources and saving energy. The core of its energy management is a typical enterprise structure with its energy policies and laws varying with environments. Simple as its energy management system, it is efficient. Hence, China shall comprehensively study the energy management system and environment, pay attention to core management systems design and its corresponding auxiliary administration, and make energy policies and optimize laws according to environments, which can create a good environment to Chinas energy management and set up a wellorganized operation platform for energy departments and enterprises.

摘要： 从基本概况、体制结构特征及能源政策和法律支持等方面对日本的能源管理体制进行分析，并探讨日本的这种模式对我国的能源管理体制改革的启示。日本受能源资源缺乏的约束，通过“开源节流”实现能源的安全稳定供应。日本能源的核心管理机构为典型的事业部结构，其能源政策和法律体系随环境不同而不断变革，并且两者相辅相成。虽然日本的能源管理体制相对简单，但是管理效率很高。因此，中国应当对能源管理体制的基本情况、所处环境的影响因素进行综合分析，重视核心管理体制结构的设计及相应辅助管理机构的设置，要根据环境的不同，制定能源政策和完善法律体系，从而为我国的能源管理工作创造良好的环境，为能源部门或企业创造良好的运作平台。
