Abstract: Kazakhstan ranks the top in oilgas resource in the middle Asia, and is Chinas target while carrying out “going outside strategy”. This paper, from its laws in oilgas resources management, environmental management, oilgas investment and operation and registry, tax and import & export, labor management, analyzes its oilgas management laws and regulations and its trend, which not only is a vital part in Kazakhstan's oilgas management, but also can boost from China an orderedinvestment in and cooperation with Kazakhstan in its oilgas.

摘要： 哈萨克斯坦是中亚最大的油气资源国，是中国对中亚实施“走出去”战略的重点目标国之一。从哈萨克斯坦油气资源管理法律法规、环境管理相关法律法规、油气投资及经营注册法律法规、油气税收及进出口管理法律法规、油气领域劳工管理法律法规等方面，分别阐述了哈萨克斯坦油气资源管理相关的法律法规及变化趋势，既是对哈萨克卡斯坦油气管理体制和投资环境分析的重要环节之一，同时有利于促进中国企业对哈萨克斯坦油气领域投资合作的有序进行。
