EVALUATION OF INTERNAL EFFICIENCY AND SUSTAINABIBITY OF LIAONING PORT CITIES BASED ON SBM-DEA MODEL

基于网络SBM-DEA的辽宁沿海经济带港城效率与可持续发展研究

Abstract: To highlight the continuity in the production and operation process of ports and cities, as well as the sustainability of port city development, the article integrates port cities into a composite system. The network SBM-DEA model is adopted, with green GDP as the expected output, environmental protection costs as the green input, and carbon dioxide emissions as the unexpected output. The production efficiency of the "port-city" composite system in Liaoning port cities is evaluated, and Measure the sustainability of port cities. The results show that: 1)Observing the overall phased production efficiency of Liaoning port cities, it was found that the conversion efficiency of "input-output" in the city has always been significantly higher than the port efficiency. 2)The production efficiency values of different port cities remain fluctuating at different time stages, revealing the dynamic nature of the production and operation status of the "port-city" system.3)Based on SBM-DEA calculation data, a sustainability analysis of the "port-city System" was conducted, and it was found that the "port-city" system lacks coordination. Dalian is a city with sustainable development, Yingkou and Jinzhou are cities with sustainable development, Panjin and Huludao are cities with general sustainable development, and Dandong is a city with poor sustainability. Finally, the article will propose targeted and feasible suggestions based on the sustainable development characteristics of different port cities.

摘要: 为强调港口与城市生产运营的连续性及其对港口城市可持续发展的重要性,本研究将港口城市构建成一个综合的复合系统。采用网络SBM-DEA模型,以绿色GDP为期望产出,纳入环境保护成本作为绿色投入考量,并选用二氧化碳排放量作为非预期产出,以此全面评估辽宁省各港口城市“港-城”复合系统的生产效率,进而深入探讨其可持续性发展水平。结果显示:1)观测辽宁港口城市全局的分阶段生产效率,发现城市的“投入-产出”的转化效率一直显著高于港口效率。2)不同港口城市在各个时间段内的生产效率呈现波动趋势,揭示了“港-城”系统运行的复杂性和动态性3)基于SBM-DEA模型的深入分析,揭示出“港-城”系统内部协调性的不足。大连为城市可持续发展城市,营口和锦州为港口可持续发展城市,盘锦与葫芦岛为可持续发展一般城市,丹东为可持续性较差城市。鉴于上述结论,最终提出了针对各个港口城市特定情况的、具有实践可行性的策略建议,旨在促进整个辽宁省港口城市的均衡、绿色及可持续发展路径。
