Abstract:

The Central Plains Urban Agglomeration is located in the core area of China's inland, with a significant advantage in industrial agglomeration, and the region is also one of the key areas for national new urbanization development. How to achieve "industry-promoting-city, city-promoting-industry" has become an important issue for the Central Plains Urban Agglomeration. Firstly, the study focuses on 29 prefecture-level cities within the Central Plains Urban Agglomeration to develop an integrated evaluation system for the coupling coordination between industrial clustering and urbanization.Based on the panel data of various cities from 2001 to 2022, the entropy method is used to evaluate the comprehensive development level of industrial agglomeration and new urbanization. Secondly, a model assessing the coupling coordination degree has been implemented to analyze the chronological and spatial progression of the alignment between industrial concentration and urban development within the 29 cities of the Central Plains Urban Agglomeration, spanning the period from 2001 to 2022.Finally, an impediment analysis model is applied to identify the factors hindering the integrated development of industrial and urban linkages. The results show: 1) Throughout the research timeframe, the overall level of industrial agglomeration and new urbanization in the Central Plains Urban Agglomeration has been developing positively, with significant differences in the development levels of industrial agglomeration and new urbanization across different provinces; 2) In terms of temporal differentiation, the coupling coordination degree has generally evolved from "mild disharmony" to "primary coordination", with Zhengzhou and Luoyang consistently leading in terms of city-level coupling coordination values; 3) In terms of spatial differentiation, the distribution of coupling coordination degrees is prominent, showing a pattern of "higher in the west and lower in the east, higher in the north and lower in the south"; 4) The factors hindering the overall level of industrial agglomeration and new urbanization coupling coordination in the Central Plains Urban Agglomeration have significant differences at different times. In terms of industrial agglomeration, industrial density and industrial structure have always constrained the coordinated development of industry and city coupling. In terms of new urbanization, except in 2001, spatial urbanization has always been an important factor restricting the improvement of the level of industry-city coupling coordination. The study's outcomes are capable of furnishing theoretical backing for the optimal use of resources and the promotion of sustainable, robust economic growth within the Central Plains Urban Agglomeration.Based on the research, strategies and recommendations are put forth to foster the harmonious advancement of the Central Plains Urban Agglomeration:it is necessary to adapt measures to local conditions, comprehensively enhance overall strength, deeply explore potential and strengthen regional competitive advantages, while leading with central cities, driving the surrounding areas, promoting industrial upgrading and transformation, optimizing urban layout, and expanding development space.

摘要： 中原城市群地处我国内陆核心区，产业集聚优势明显，该区域也是国家新型城镇化重点发展区域之一，如何实现“以产促城、以城兴产”已经成为中原城市群的重要课题。首先，将位于中原城市群的29个地级市作为研究对象，构建中原城市群产业集聚和新型城镇化耦合协调评价体系，基于2001-2022年各地市面板数据，运用熵值法对产业集聚和新型城镇化的综合发展水平进行评价。其次，引入耦合协调度模型对2001—2022年中原城市群29个地市产业集聚—新型城镇化耦合协调水平时空演变态势进行量化。最后，基于障碍度模型分析影响产城耦合协调发展的制约因素。结果表明:1）研究期内，中原城市群整体产业集聚、新型城镇化水平均向好发展，不同省域产业集聚与新型城镇化发展水平存在明显差异；2）时间分异上，耦合协调度整体呈现由“轻度失调”向“初级协调”发展，市域角度，郑州市和洛阳市耦合协调值始终领先；3）空间分异上，耦合协调度分布差异性突出，呈现“西高东低、北高南低”格局；4）阻碍中原城市群整体产业集聚与新型城镇化耦合协调水平的因素在不同时段存在明显差异，产业集聚方面，产业密度和产业结构始终制约产城耦合协调发展，新型城镇化方面，除2001年外，空间城镇化一直是制约产城耦合协调度水平提升的重要因素。该研究结果可为中原城市群资源的高效利用和经济持续健康发展提供理论支持。基于研究，提出促进中原城市群协调发展的对策建议：需因地制宜，全面提升综合实力，深入挖掘潜力并强化区域竞争优势，同时以中心城市为引领，带动周边，推动产业升级转型，优化城市布局，拓宽发展空间。
