This paper aims to approach the connotation and index system of the functional divisions of land development and consolidation in the main function. Based on the idea and trends of land development and consolidation, this paper discusses the function and characteristics of land development and consolidation. It is concluded that land development and consolidation functional divisions are divided into four categories with 8 evaluation indexes applied for serving farmland consolidation.
