Propaganda of state mine park plays a big role in park construction. This paper compares the state mine parks from management, propaganda modes, effects and plights, including China's Huangshi, Kailuan, Furongshan, and German Elm Sher Park, America's Empire Mine State History Park, aiming at offering references for the future development of China's mine parks. Propaganda of state mine parks depends upon governmental supports and sound management, professional propaganda team work. China's state mine parks are at the initial stage with their management to be improved, not fully-developed tourism products and uneven propaganda effect. This paper presents approaches to propaganda of state mine parks on boosting management, developing featured tourism products, using TV, network and broadcast, setting up multiple sales channels and combining with popular events.

Tourism industry develops so fast that all-for-one tourism has become a national strategy, but its development is much constrained by the original administrative division, especially in resources-based cities due to their administrative division on mines. Administrative division is a key factor in all-for-one tourism, which also influences administrative division. This paper, based on a case study on Hegang city, Heilongjiang province, analyzes Hegang's current administrative division and its inconsequence, presents a path to administrative division favorable for all-for-one tourism from internal tourism cities' administrative division and adjustment combined with local administrative division and tourism resources distribution, in merging downtown and developing mine cultural tourism, in setting up Heilongjiang river industrial zone to develop river ecological tourism, and in advocating and promoting to finally achieve industrial transformation and revitalization of resources-based cities.

Severe fragmentation exists in Chinese government`s administration on energy conservation and emission reduction, including absence of supporting policies and techniques, unclear responsibility, unfitting rights and responsibilities, which hampers the energy conservation and emission reduction. This paper, by using the concept of jointup government, establishes a practical model to resolve this issue, which is composed of four aspects, namely new concept of embodying integration into energy conservation and emission reduction, new working way of partnership and union of organizations, new inspiring methods of sharing achievements and taking responsibility of pollution, new policymaking way of consultation and dialogue among interestsrelated departments.
