China's GDP per capita exceeded 3 000 US dollars in 2008 as a record, marking a speedy development period for China's jewelry market. This paper, based on the new changes emerging in China's jewelry market, studies the major drives of jewelry consumption market by using 2002—2013 China's national income, urban and rural residents income per capita, jewelry sales avenue, and forecasts the consumption quantity in the future five years, which is estimated to be over 120 billion RMB in 2020. Chinese jewelry producers shall intensify input to occupy the highend market and boost channel construction to enlarge market share. 

This paper, based on an overview of Chinas jewelry industry history, analyzes the favorable conditions and developing trend of Chinas jewelry industry. Currently there is an increase in market demand, enhanced cutting technology, an outstanding industry clustering effect and improved resources utilization capacity. In the future, the jewelry enterprises will focus on the third tier cities, add own retail stores, and widen alliance channels. Also they will set up online services, strengthen brand construction and improve design ability to win the market by differentiation.

In view of the severe water resource utilization, this paper establishes a DEA model, taking agricultural water, production water, living water, labors and fixed asset as input and GDP as output, evaluates Lanzhous water utilization efficiency during 2000—2008, of which valid DEA years is 55%, without investment redundance and scant output, meaning an optimized input/output. During the year when DEA is invalid, resources are wasted, the elements utilization efficiency is not enough but increasing. DEA projection results can achieve an optimized resources allocation.

This paper, based on land utilization loading, coordination, contribution and management performance, establishes an index system to evaluate intensive utilization of urban lands, and by means of Delphi method to determine the weights, evaluates the intensive utilization of urban lands in Nanchong, Suining, Ziyang, Neijiang, Guang’an areas, with the results indicating that a transition from low utilization to an appropriateness, and presents some suggestions.
