Mining sector is of high risks. Mining enterprises should have done well in their social responsibility. Their product quality is facing safety and health at mining sites, environmental protection, community and fair competition, rather than consumers. Undertaking social responsibility is derived from stakeholder theory, resource-sharing theory and community relation theory, which are depending upon each other. Mining enterprises are hunting for economic benefits and contributing for the social development through executing their social responsibility that social controls can confine mining enterprise's behaviors to guarantee social functions. Mining enterprises are one of major powers in social responsibility construction that is ensured by legal and mortal responsibilities.

A monopoly league has been formed by natural resources enterprises through some secret agreements, whose strategy is to control the market and prices. Due to the illogical polices and systems, the natural resources industry had monopolized by private companies, which are forming new monopoly leagues, thus to tamper the social efficiency, to enlarge the polarization, to compress the potential innovation class. A power corruption is unavoidable. This paper presents some suggestions against forming monopoly leagues, including increasing social efficiency, administration by laws, and stopping misusing the property rights.
