Alerting resources environmental carrying capacity helps directly diagnose the status of resources environmental carrying capacity during industrial development, timely make and adjust approaches to industrial development and realize sustainable development. This paper, based on Hainan's 12 key industries, uses alerting technology to set up alerting methods of resources environmental carrying capacity of key industries. In Hainan province, such alerting of tropical agriculture of environmental carrying capacity mainly happens in Wenchang city and Qionghai city, alerting of water resources in the northwest, altering of industries in oceanic oil-gas concentrating Yangpu economic zone. Severe and moderate alerting is in medicine and oceanic oil-gas industrial layout. Local altering happens in tourism and services industries chiefly due to the demands of population over the infrastructures. This paper presents differentiated development and control measurements for key industries of different alerting in different regions, in order to reach a sustainable development under resources environmental carrying capacity.

This paper, based on China's land supply data from 2010 to 2018 gained from China Land Market website via Python program, uses spatial distribution center, regional Gini coefficient, cold-hot spot and panel data model to discuss the temporal-spatial evolution and mechanism industrial land supply in Yangtze river economic zone during bi-transitional periods of market and development and supply side reform, aiming at providing theoretical supports for optimizing industrial planning and promoting supply side reform. Supply of industrial land in Yangtze river economic zone shows a fluctuated decreasing trend with rising, falling and slowly increasing stages. Spatial distribution of industrial land citywide generally tends to be balanced with a shrinking regional land supply difference. Industrial land is the largest in the middle stream of Yangtze river with its distributing center migrating to Yangtze river delta. Land supply is influenced by industrial land price and economic level; it is promoted by increment of fixed asset investment, local financial income and gross industrial production.

Initial allocation of stream water discharge right is a key factor in water right exchange mechanism, and a basis in promoting a fair water discharge and sustainable development. This paper, based on the research advances on rare resources allocation, presents an initial allocation model of water discharge right based on chaos optimization-projection pursuit by means of initial allocation methods of water right and waste water discharge right. Projection pursuit can avoid subjective evaluation, sample-driven optimization is more objective. Initial allocation proportion of water discharge right is finally determined through chaos optimization which is used to calculate the premium projection. Case study on Jiangsu section of Huaihe stream validates this method feasible, which covers historical loss, economic development and ecological environment that plays a leading role. The initial allocation proportion of central Jiangsu in Huaihe stream is generally higher than northern Jiangsu.

Urban comprehensive loading capacity is an important basis to compile the overall urban planning. This paper, based on a case study on Dushi district, Xuzhou city, applies supporting forcepressurecontrolling force conceptual model to select 26 indicators in 3 categories, based on spatial analysis, hierarchical analysis, principal component analysis and grid analysis, and quantitatively studies Dushi districts urban comprehensive loading capacity via ArcGIS, Yaahp and SPSS softwares, which is characterized by concentrating in a large range, dispersed in a small range, a highlow transitional distribution. High in east and south in areas, loosely in the north, and separated by collapsing and ecological protecting zones; medium in the urban and outskirt of high values, large area; low in both sides of the ancient Yellow river, the northern Bulao river and surroundings of Weishan lake, where belong to geological limits or ecological protecting zones. This paper also presents suggestions for Xuzhou's future development.

Caofeidian Port is the only deep-water port under construction in northern Yangtse River estuary in east China coast. Following vast industrial constructions, unexpected environmental change could possibly have a disadvantageous influence on some projects and future development. This paper, based on a comprehensive analysis on the geological environment and baleful geological processes, suggests that the economic development in Tangshan City necessitates evaluating the geological environment, bringing preventing and controlling geological disasters as a long-term task into the development and management system at Caofeidian Port.
