ENVIRONMENTAL EFFICIENCY AND FACTORS OF NODE CITIES ALONG CHINA’S SILK ROAD ECONOMIC BELT

This paper uses DEA model containing environmental pollution data to measure the environmental efficiency of node cities along China ‘s Silk Road Economic Belt During 2010 to 2020. The results show that ten node cities are low in overall environmental efficiency, largely variable among eastern, central and western, marking a necessity for regional emission reduction and across-regional cooperation boosted by environmentally technical advances.  Environmental efficiency gap in eastern and central node cities is diminishing to the same level.  This paper applies Tobit model to analyze the factors of environmental efficiency, which is promoted by economic scale, international trade and technical advances, little by industrial structure and regional features. This paper presents suggestions on reducing pollution emission and on increasing China ‘s environmental efficiency.

China ‘s new energy vehicle industry is expanding as a strategic emerging industry and has become an important force in industrial upgrading. Its supply chain has been prolonged, detailed, and its industrial structure has been developing. Uncertain external environment and increasingly complicated internal structure make it important to understand the evolutionary mechanism and developing law of new energy vehicle industry. This paper, aiming at exploring the endogenous development mechanism of China ‘s new energy vehicle industry, uses China ‘s new energy vehicle trading data from 2008 to 2020 to establish a supply-demand dependance network among listed companies of this industry, and studies its evolutionary characteristics. Empirical research is carried out to verify evolutionary mechanism of the supply-demand dependance network based on financial data and public sentiment data, via stochastic actor-oriented model from three dimensions of endogenous network structure, situation factors and company attributes. China ‘s new energy vehicle industry shows a local-centralized supply-demand dependence structure, and regional leading enterprises are boosting their abilities in controlling supply chain. Formation and evolution of industrial supply-demand dependence network is impacted by endogenous mechanism, such as preference attachment effect and triangle loop effect, and promoted by co-executive relationship. This paper presents suggestions for advancing China ‘s new energy vehicle industry on regional commercial cooperation, optimizing co-executive relationship and caring vulnerable companies.Governments and professional associations should continue boosting industrial cluster construction and supporting regional integration on policies and standards, enhancing free migration of capital, technical and industrial data.Industrial policies are adjusted to optimize industrial demand-supply relation through constraining or promoting co-executive relationship.Tracking commercial sentiment can recognize potential dependance relation, comprehend industrial network dependance structure, helpful in directing investment and recognizing risks. Governments shall take care of vulnerable companies, be vigilant on industrial structural imbalance, and also pay attention to notable companies with higher standard operating code and supervision, fully disclosing their financial information.

Second-hand electric materials refer to those used electric devices with problems made by irresistible causes, which can be saleable, restorable and usable. Management of second-hand electric materials is a key task in power companies. This paper, aiming at boosting used electric materials management and appropriately using used materials, studies the issues existing in the management of used electric materials in power companies,and presents value evaluation of used electric materials based on featured pricing model which overcomes the errors of traditional methods without considering the price changes of new materials.Linear function is used to calculate the price of electric materials with which featured pricing model is established. Principal component analysis is employed to quantitatively evaluate the values of second-hand electric materials. Flowchart is designed; factors and pricing history are also used to establish a regression forecast model.All factors are placed in a temporal order, which are used to evaluate the value of used electric materials based on featured pricing model. To validate this model, a simulating test is designed to compare with a traditional method. Results show an accuracy of about 95%, obviously higher than the traditional way, and fast speed, always less than 3 minutes, 1 minute at minimum, suggesting this method is effective.

This paper estimates real estate enterprise's social responsibilities and financial constraints, determines the regional difference of their relation, and provides references for real estate enterprise to mitigate financial constraints based on their social responsibilities. This paper, based on China's A stock-listed real estate enterprises' data from 2012 to 2019, uses Hexun website data and financial data to mark enterprises' and stakeholders' social responsibilities, uses acting variables' SA index to mark financial constraints, and divides them into east, central and west economic zones. Multiple regression model is applied to compare the entire and subsidiary enterprises' social responsibilities and financial constraints relation within the three economic zones. China's real estate enterprises' social responsibilities have an average score of 34.145, high in the east economic zone, followed by the central and then the west. The average financial constraints level is -3.787 nationwide, indicating a hard financial environment, strongest in the west, followed by the east and then the central. Real estate enterprises' social responsibilities are negatively related with financial constraints in each area or even in the whole nation, which means enterprises with better social responsibilities have less financial constraints. The east economic zone, compared with the central and west zones, has the strongest negative relation, outstandingly above 1%. Social responsibilities of real estate enterprises on stakeholders and creditors negatively impact their financial constraints, but do little on their responsibilities on society; Social responsibilities of real estate enterprises on government, consumer, employee and supplier vary geographically. Real estate enterprises shall consider regional difference when performing financial-orientated social responsibilities. Appropriate social responsibility strategy and differentiated enterprise social responsibility inputs can relieve financial constraints to the maximum.

 This paper, based on a case study on Henan province, an energy producer and consumer, discusses the connotation of energy network, analyzes Henan's renewable energy resources and good opportunities from energy network to Henan's renewable energy industry, and studies the issues existing in Henan's renewable energy industry, and presents path to Henan's renewable energy development, providing references to integrate the global energy network. Local governments lack scientific planning, macroscopic controls and resource integration on renewable energy industry, and poorly supervise the renewable energy power generation projects, plus under-developed technology, deficient supportive polices and lacks of professional talents. This paper presents suggestions for local governments to scientifically plan the energy network construction, to intensify resource integration, to boost controls on renewable energy power generation projects, to provide public financing and supportive policies, and to reach technical innovation and to invest in talents training and researches

 This paper establishes an evaluation index system for resources and environmental carrying capacity, and uses AHP entropy and TOPSIS to estimate their carrying capacity of 103 counties in Hubei province in 2014, and studies the spatial distribution by means of exploratory spatial data analysis, aiming at offering references for Hubei province to make land use and industrial development planning. The result implies a polarization in resources and environmental carrying capacity among Hubei`s counties, high in Enshi and Shiyan in the western, low in Wuhan and Yichang, displaying a notable spatial positive auto-correlation and a distinctive low concentration. LISA clustering plot and cold-hot point indicate that the western Hubei is located in the hot and HH zone, Wuhan and northeastern Yichang in cold and LL zone. This paper presents suggestions on improving carrying capacity by discussing the causes of spatial pattern formation of resources and environmental carrying capacity.

This paper,based on land survey and remote sensing data in 2005 and 2010 in Heilongjiang’s 76 cities (counties),presents a revised index model of ecological environment quality from a reference of “Technical Guidelines of Ecological Environment Quality Evaluation (Trial)”,which includes land vulnerability,biological abundance, vegetation coverage,water distribution dense,environment quality and biological bearing capacity indexes.The revised model is used to study the evolution of Heilongjiang’s ecological environment,showing an improvement and favorable trending,especially in the eastern coal urban areas,excellent in Daxing’anling ,Xiaoxing’anling and Changbaishan areas,good in Sanjiang plain,Songhua river and its tributaries,ordinary in Songnen plain and eastern coal producing areas,lower in Harbin,Daqing and Qiqihar.

The success of the US in exploring and recovering shale gas largely stimulates most countrie's interest, such as Canada, Australia, UK, Poland, and China. This paper, based on shale gass definition and values, reviews the advances of the US's shale gas exploration and recovering, and discusses China's situation in shale gas, and presents, under a high dependence upon importing of oil gas, the approaches in learning the experiences and contacting, cooperating with foreign governments and enterprises and institutes, and in establishing a key technical system in shale gas exploration and recovering based on China's geology, and in giving supportive policies.

The paper, based on cases study on Liaoning, Beijing and Ningxia, evaluates their carbon dioxide emission embodied in exports, analyzes the influencing factors and establishes structural decomposition analysis models to explore the reasons of regional difference of carbon dioxide emission embodied in exports by the inputoutput analysis method. It is shown that Liaoning ranks top, next by Beijing and then Ningxia. The amount of carbon dioxide emission JP3 is limited by export volume, export structure, direct carbon dioxide intensity and technical levels. The amount in Liaoning is more than that in Ningxia because of a larger export volume, and than that in Beijing because of a higher proportion of highenergy consumption and greater carbon dioxide intensity. The primary methods for reducing the amount of carbon dioxide in the atmosphere include adjusting export structure, raising energy efficiency and optimizing energy structure.

Jiangsu province is stepping into a post industrialization stage, which requires a circular economy for its future development and industrial upgrade. This paper, based on a case study on Suzhou with developed economy, better ecology and circular economy required, summarizes the base, advantages, issues, bottleneck, viewing from a model city in circular economy, and presents three innovative integration ways on saving resources and circular use, i.e., integration of economic and social circulation, integration of production and wastes utilization, integration of technology development and application. The development system of circular economy that satisfies the requirements of Suzhou economic and social development, should be established from society, industry, technology, region and mechanism, with the purpose of providing supports for constructing innovative cities, and realizing the upgrade and optimization of industrial structure.

There are many taxation issues of oil-gas resources in China, including a repetitive taxation, a high administrative cost, conflicting taxation bases which exert a big burden to enterprises, a separated management system for enterprises difficult to coordinate, no accordance with the international customs which is unfavorable for foreign investment. This paper presents to adopt the compensation fee of mineral resources into resources taxation and readjust the resources taxation rate.
