A CASE STUDY ON PANZHIHUA: INDUSTRY PARK ECOLOGICALIZATION PROMOTES A SUSTAINABLE DEVELOPMENT IN WESTERN RESOURCESBASED CITIES

As most western resources-based cities enter into a stable or declining production stage, their sustainable development is largely baffled by non-renewable resources and ecological environment. This paper, based on the evaluation of ecological load in Panzhihuas three administrative districts, concludes that industry park ecologicalization can promote a sustainable development in Panzhihua. During its transformation, Panzhihua shall convert the industry zones into ecological parks, focusing on construction planning, establishing ecological chains and enhancing park environment, which can provide reference for Panzhihua or other western resources-based cities in their sustainable development and economic transformation in case of resources exhausted.

The planned Ma-1 well road is located in the north Tongjiang county, the transitional zone between Sichuan basin and Micangshan structure, where the geological disasters are mainly small landslides and potential landslides formed by the Quaternary loose sediments which has little impact on roads. During road construction, the geological disasters can be triggered or deteriorated by high-angle slopes or landslides which are formed by excavation. The uneven depression of soft bases will lead to a deformation and rock falling. This paper, based on the situation, presents some approaches to different geological disasters.

The western China, an important energy base for development strategy, exists a contradiction between abundant energy and frail environment, leading to a challenge in energy development. The energy development in western China, recently typified by “west gas to east” and “west electricity to east”, becomes a pillar industry in western China, so putting a pressure over eastern China’s environment, but deteriorating the western China’s. Some heavy industries like coal, power, smelt and chemical industries have been transferred to western China from eastern, promoting the economic growth on a basis of energy and investment, but rapidly consuming resources and destroying environment. This paper presents that a sustainable development of energy bases is a key point for a successful development of western China.
