CHINA'S TOTAL FACTORS ENERGY EFFICIENCY UNDER ENVIRONMENTAL CONSTRAINTS BASED ON DEA TOBIT MODEL

This paper, based on China's 29 cities' panel data, uses DEA model, at the constant scale benefits, to measure China's total factors energy efficiency under environmental constraints from 1995—2013. The result shows a declining trend from the east to the west and a rising regional gap. Foreign direct investment, GDP per capita and industrial structure have a positive influence on energy efficiency, but the capital per capita, coal consumption and governmental interference are negative. From the view of region, each factor is different in 〖JP3〗influence direction and intensity on energy efficiency in different regions. Capita per capita and coal consumption are negative and GDP per capita is positive. Industrial structure is outstanding positive in the eastern China, not outstanding in the central and western China. Foreign direct investment is not outstanding in the eastern China, outstanding positive in the central, negative in the western. Governmental interference is outstanding negative in the eastern and central, not outstanding in the western.

:This paper lists a series of mine geological environment issues in Huaying city during mining, and expatiates Its geological environment situation, evaluates the factors,and divides the impacts into severe, less severe and general,of which the severe and less severe are our focus.This paper,combined with the mine environment evaluation and regional economic needs, determines the range and contents, and presents measures in projects and biological restoration from mine secondary geological disasters, water resource impact,terrain impact and land impact, which helps Huaying improve its mine geological environment so as to achieve a coherent development between resources and environment.

There are 120 mines mainly active in Fangshan and Mentougou regions. This paper, based on mine data, analyzes the status of geological environment of mines from the destroyed land resources, secondary geological disasters and aquifer to water environment. The status is a severe issue. About 22% of mines have launched treatment. This paper presents approaches in management, technology and economy, favorable for the sustainable development of Beijing,s ore resources and regional economy.

This paper, based on a case study on geoheritage resources in Mentougou area, applies the fuzz evaluation method to establish a multi-factor and grading comprehensive evaluation model. Through giving weight to each factor, authors evaluate the protection and utilization of each geoheritage point and conclude that the protection just reaches the lowest limit but the utilization needs intensifying.
