This paper, based on RS and GIS, aiming at the eco-environmental issues in Baoding city, establishes an assessment system of eco-environment and RS & GIS model, makes a planning to protect the eco-environment, and presents some approaches in order to provide references for the general planning in Baoding city.

This paper, according to the 1:1000 topographical maps and land survey data, establishes an index system to zone the spatial resources, applies GIS to zone Xilinhaote city into urban construction area, rural stockbreeding development area, dominant industrial development area and ecological development zone based on a combination of urban system, industrial situation, ecological structures. This paper, by means of urban growth theory and land utilization, presents a control over the spatial expansion in urban areas, deals with the urban spatial development, and provides a theoretical and technical support for the new general urban planning in Xilinhaote city.
