Yongfu county abounds in mineral resources with a big proportion of mining industry in its economy. However, the development is still poor, small mines, low comprehensive utilization level, and worsening mine environment.This paper discusses the sustainable development of the mining industry, presents some suggestions controlling on total production quantity of mineral resources, planning the mining areas, optimizing the industrial structures, protecting the mine environment, establishing the rehabilitation and compensation system, and developing the recycling economy, for the sake of sustainable development of mining industry, ecological agriculture and ecological tourism industry.

A sustainable development of mining industry necessitates the cycling economy. This paper, based on the traditional "3R" theory in the cycling economy, presents two more “R” principles, Rediscover and Replace, and combines them to “5R” theory, which has been applied to establish a comprehensive assessment indexes system to enhance the development of mining cycling economy.
