ECO-ENVIRONMENTAL ISSUES AND APPROACHES IN LAND CONSOLIDATION

Land consolidation, as a means to realize the sustainable utilization of land resources and to enhance the land utilization efficiency and to maintain the dynamic balance of gross land quantity, plays a key role in land resources allocation, guarantee of food and ecology. This paper illustrates the necessity of protecting the ecological environment in land consolidation, analyzes some issues regarding ecological environment during land consolidation, such as the worsening soil erosion, the decrease of landscape and biological diversity, the aggravation of agricultural surface pollution and the increase of water utilization. At the same time, it presents some approaches to optimizing environment, such as to select land consolidation object, to analyze the effect about the ecological environment before the execution of land consolidation, to design the landscape during the land consolidation, to manage the land consolidation after it ends, to combine the basic construction and conservation of water and soil and so on, thus providing a way to managing the land consolidation projects in a scientifically standard way.

This paper comprehensively analyzes the insufficiencies in protecting and planning the basic farmlands, presents some views regarding the planning system, adjustment principles and controlled partition in the new general land utilization planning. Our study indicates that every national-, provincial-, municipal-, and town-level plannings shall embody the basic farmland layouts which can not be decreased in the mean levels during adjustment. The controlled partition can be classified into two types, the basic farmland protection zone and basic farmland dense zone. Rational farmland layouts and controlled partition are a key means to maintain the scientificity and practicability of planning.

Land consolidation as the human being's measure to utilize and rebuild the nature is an unavoidable choice to utilize the lands when the society and economy develops to some stages. This paper, based on some conceptions of land consolidation, internally and internationally, combines the features of land consolidation and defines the connotation and extension of land consolidation.
