OPTIMIZED ALLOCATION OF INDUSTRIAL LAND USE UNDER NEW PRODUCTIVE FORCES BASED ON A CASE STUDY OF JIANGSU PROVINCE

Industrial land use is a vital space for holding industrial system construction, its allocating effectiveness directly impacts modernized industrial system construction and development of new productive forces. This paper, bases on a case of Jiangsu province that has a significant base for new productive forces, summarizes its practices and performances in industrial land use allocation, analyzes the issues and presents suggestions, offering references for developing new productive forces through optimized allocation of industrial land use for Jiangsu province or other areas. Jiangsu province has developed key industrial chains into its pros through precisely effective industrial land use allocation, formed a flexible land supply mode via reforming land allocating regime for new industries, and uses extensive land use strategy to find ways to economy. Issues are still existing in industrial land use allocation in three aspects, a fuzzy definition of new industrial land use which requires an further optimization of its industrial land use planning and land supply policies, land supply/withdraw and property ownership system awaiting improvement to meet demands of new industries by land use standards, insufficient in joint supervision by multiple departments after land supplies. This paper presents policy suggestions of and innovative approaches to optimized allocation of industrial land uses from planning which needs to renew pricing standards to explore a flexible land use mode, from effective land use allocation that requires breakthrough in land functions and enabling land inventory and a flexible land supply way, and from supervision which needs optimizing industrial selection, detailing criteria of land users and improving joint supervision.

Regional coordinated development strategy as one of the key concept for new period is of practical significance to maintain Xinjiang's stable society and to power rural development. This paper uses Xinjiang's 85 countywide 2000 to 2018 panel data to establish a spatial Barro & Sala-i-Martin model, which is applied to study the evolution of Xinjiang's regional economic coordinated development from perspective of spatial convergence. Xinjiang shows a clear economic development variance in the north and south with an outstanding spatial convergence owing to countywide difference. Countywide economic growth displays a conditional β convergence at a low speed, suggesting issues in regional coordinated development. Fixed asset investment, human capital and urbanization level, positively affecting the convergence of countywide economic growth, are the major approaches to promoting regional coordinated economic development. Population growth and deposit saving rate are impactful elements to countywide economic growth, higher population growth rate in southern Xinjiang's four cities plays a key role in enlarging the south-north economic variance. This paper puts forward suggestions on developing southern Xinjiang's four cities' modern agriculture to increase their economic growth, boosting new urbanization construction by raising its quality to support amid regional coordination, optimizing investment structure to increase investment efficiency, maintaining an appropriate population growth rate in southern Xinjiang's four cities and structurally, reforming financial supply side in converting deposits into effective investing channels.

Songkan formation cores of Anye-1 well and outcrops, together with geochemistry, petrology and reservoir of Songkan formation shales, show dark gray thin-layered calcic shale interbeded with granular argillaceous limestone, with a rising lime and falling siltstone upwards. The TOC of Songkan formation in Anye-1 well district is generally lower than 1.0%, most at 0.1%. Its organic matters of calcic sandy mudstone are type II1, implying a higher thermal evolution with maturity at 2.75%-2.92%, average at 2.85%. The highly-interbeded mudstone and limestone can form a sealing layer in preserving shale gas. The horizontal cracks develop in mudstone, not in limestone, which is closely related to higher gas content indicated by the on-site tests. Although the organic carbon is not high in its mudstone and limestone, the gas has been enriched due to the sealing interbeded limestone.

This paper, based on cores observation and tests, studies the lithology, geochemistry, reservoir and gasbearing features of Wufeng—Longmaxi Formation organic shale intersected by Xiye1 well, attempting to provide references in Guizhous shale gas exploration, targets prioritization and resources potential assessment. Organic shale is carboniferous and siliceous, distributing in the bottom of Wufeng formation and Longmaxi formation, belonging to deep water shelf sedimentation characterized by high organic abundance, high thermal maturity, good organic matters and high gas content. It implies a good shale gas reservoir formation. Authigentic quartz content in organic shale rises from subaqueous uplift to shallow water shelf and to deep water shelf, but clay minerals decrease. Organic shale reservoir space is displayed as organic porosity with gas in the form of adsorption. Shales sedimentary environment and preservation controls the gas content of southern China. 

Shalegas exploration rights bidding plays an aggressive role for Chinas shale gas exploration in funds guarantee and technical support. China hosts marine, continental and marinecontinental mudstoneshale, which is characterized by strong structural remolding, many preservation modes and deep buried depth. Variable geology led to multiple shalegas development types and modes. Block optimization of bidding shalegas exploration rights shall be based on the block geology, data collection, resource estimation, feasibility study, and shale thickness, buried depth, organic matters concentration, organic maturation, fracturing, and economic assessment. Block optimization method applies to bid shalegas exploration rights.

The Regional economic development is the major drive to land utilization changes, of significance for high-efficiently land utilization. This paper, based on a case study on Yongqing county, Hebei province, analyzes the social-economic indexes and land utilization data with SPSS13.0 software and Excel tools, discusses the response of output, industrial structures, incomes and urbanization level to the land utilization changes. The results show that the main economic indexes have a good relativity to land utilization changes, meaning a land extensive utilization in Yongqing county, and a limited influence of construction lands on urbanization level which leads to a low urbanization level. This paper analyzes the social-economic factors to the land utilization changes, and presents approaches to the regional socialeconomic development and land utilization.
