    Sustainable supply of key minerals is a substantial basis for new energy industries. This paper reviews the commodities, demands and supplies of key minerals during energy transformation. Energy industry has been long depending upon metal resources, and the current key minerals refer to the necessary materials demanded by green, clean and low-carbon IT industries during energy transformation, such as REE, Indium, PGM, Cobalt, Germanium and Tungsten. Research of existing key minerals security mainly focuses on supply, less on economy and ecology, from which the major issues are discussed. China has competitive minerals industrial chain, but not robust, higher producing costs leading to loss of relative advantages. China lacks key metals pricing centers and authentication warehouses. High tailings rate of associated minerals and safety issues are existing. This paper presents points needing further studies on global cooperation, industrial chain and value chain, finding out reasons of high cost of China's competitive key minerals, researching futures and stock pricing mechanism of China's key minerals based on Shanghai Futures Exchange, and evaluating eco-environmental impacts during developing key minerals and complemental industries and environmental protection policies.

    China's economy has shifted from rapid growth to quality growth. It is a national strategy to push quality growth of Yangtze River economic zone, which is powered by scientific finance. This paper establishes a comprehensive evaluation index system of scientific finance and quality economic development, which is measured by means of entropy weighting and chronological overall factors. Taking quality economic development as dependent variable and scientific finance development index as covariant, this paper uses sole factor covariance to analyze the quality economic development of 9 provinces and 2 cities along Yangtze river economic zone during 2007 to 2017, and reveals that its scientific finance development is higher in down-stream than middle- to up-stream. Quality economic development varies largely among the economic zone, less if not considering the impacts of scientific finance, which is a critical factor in influencing quality economic development in 9 provinces and 2 cities along Yangtze river economic zone. This paper presents suggestions on focusing on combination of scientific industry and financial institutes, balancing scientific finance resources so as to diminish the provincial quality economic development variance.

    Industrial development relies on maintaining sustainable development, optimizing industrial structure and boosting industrial GTFP amid the current economic situation. This paper, according to industrial data in Jiangsu province, uses DEA model to measure their GTFP which is used to divide the industrial sector into 5 divisions, discusses the spatial overflow and its decomposition of industrial structure on GTFP from weights of adjacent space, geographic distance and economy distance. Jiangsu's GTFP is of highly spatial concentration, and of same orientation on inside and outside of region of each industrial department, with same symbols of direct and in-direct effects. Influences of controlling variables on GTFP vary. Industrial structure is of overflow effect among Jiangsu's regions, whose industrial structure still has highly energy-consuming, highly polluting, and highly emitting companies, impeding its economic transformation and upgrading to some extent, crucial to its successful kinetic transformation of industrial structure.

    Coordination of economy, environment and social performance is a key component of energy companies. This paper uses coupling theory to establish a coupling coordinated development system of economy-environment-social(EES) performance of energy companies, and their evaluation index system and comprehensive evaluation methods for the three factors respectively. Coupling model and coupling coordination model are built in terms of coordination of economy, environment and social performance of petroleum companies as a basis to weigh their coordination. In terms of the ChinaPetro's panel data from 2007 to 2018, this paper discusses its coordination as to verify the feasibility of coupling theory on the triple performance evaluation. ChinaPetros coupling coordination lies between 0.6 to 0.8, at a medium level. Its coordination development has been promising but descending recently. Its triple performances suppress each other. Improvement of environmental and social performance can boost its economic performance, which, if unstable, also can impact companies' comprehensive performances. Economic performance is the basic precondition of coordinated development of companies triple performance.

    The blooming real estate industry in China leads to vast environmental issues, which has been ignored by existing references while measuring the total factor productivity of real estate industry. It can't reflect the real development of China's real estate industry. This paper selects pollution discharge as non-ideal output and uses Malmquist-Luenberger index to measure their green total element factor productivity (GTFP) of China's real estate industry in 31 provinces and establishes panel data model to analyze the multiple factors of productivity. The GTFP of China's real estate industry shows a slowly rising trend during 2008 to 2017, higher in eastern China than the western China, and the central China keeps the same pace with the nation's average, growing effect induced by technical progress is the major drive to productivity, pursuing effect from technical efficiency has little influence. Actually, growth of productivity is positively pushed by developing level and return on investment of real estate industry, but negatively by capital intensity, nothing related to labor productivity. Environmental regulations displays an upended U with productivity, indicating innovative compensation effect induced by rational environmental regulations overcomes the cost negative effect. Hence, ‘Porter Hypothesis' applies to China's real estate industry.

    This paper determines the function values of Yongtai county ecological system in Dazhangxi river basin in water supply, electrical supply, production, tourism, atmosphere conditioning, water reserve and flood prevention, pollution reduction and biological habitat, and uses market values, travel expense, alternative market values and shade engineering to evaluate its service function values. Its gross service values reach 14.987 billion RMB of Yongtai county ecological system in 2017, of which production contributes the most, up to 7.278 billion, the core function, then followed by pollution reduction, water reserve and flood prevention, atmosphere conditioning, biological habitat, tourism, electrical supply and water supply, in a descending order, showing the contribution of Dazhangxi. This paper presents suggestions on developing river basin ecological tourism, improving electrical and water supply function values based on Dazhangxi's situation and features.

    Green development is popular in protecting the Yangtze river, which is backed by synergy innovation. This paper selects panel data of 11 provinces along Yangtze river economic zone during 2009-2017, and uses compound synergy model and SBM to measure their synergy innovation ability and green development level of the 11 provinces. Results show that, as time goes by, their synergy innovative ability remains little change, but outstanding in geographic distribution, highest in the down-stream. The green development level is rising, not high generally with variance among provinces, relatively higher in Shanghai and Jiangsu in down-stream. Both strongly show a regional difference at the same pace. This paper applies panel Tobit model to study the impacts of government-customer-industry-institute synergy innovation ability on green development and concludes that this synergy innovation can improve green development, as clearly shown from middle- to down-stream, but not from up-stream.

    As concept of low carbon prevails, green consumption catches attention. This paper, based on planning behavior theory and personal environmental views, surveys 176 Xiamen residents via questionnaire, and establishes a low carbon commuting behavior factor model of urban residents, which is verified through cases. Environmental values positively impact low carbon commuting attitude (β=0.482); low carbon commuting will is positively impacted by low carbon commuting attitude (β=0.166), low carbon subjective code (β=0.237), and low carbon commuting consciousness control (β=0.460), of which the latter imposes the most. Low carbon commuting behavior is positively impacted largely by low carbon commuting will (β=0.430), and by low carbon commuting consciousness control (β=0.243). This paper presents suggestions for government to improve low carbon commuting behavior of urban residents from establishing correct environmental values, cultivating active low carbon commuting attitude, intensifying low carbon commuting subjective code, boosting low carbon commuting consciousness control and increasing low carbon commuting will.

    Information transmission goes through the entire process of social risks spreading, which is largely influenced by governmental governance. This paper, in terms of the relation between information transmission and social risks, elaborates the necessity of information management, and establishes a social risk information transmission model based on classic transmission models combined with the major position of government in information management, which is used to study the impact of governmental governance on social risk information transmission rules. Simulation study which is conducted on cases of social risk management of engineering project suggests that governmental governance on information management prolongs its reaching peak and stability of risk information transmission, helpful in mitigating social risk transmission. Administration and positive response can increase the proportion of the susceptible in information transmission system, and decrease the proportion of infected and the potential reaching peak, both mitigating social risk information transmission simultaneously. Positive response is more effective to impact the parameters of information transmission system. The paper presents suggestions on policies from the entire information flowing process of information collection, processing and distribution.

    Optimizing business environment is playing a key role in urban innovation as China is pushing forward economic transformation. This paper, based on 32 cities' data provided by Guangdong-Hong Kong-Macau Big Bay Institute, establishes a regress model of ordinary least square (OLS) to verify relation between business environment and technical innovation yield capacity. Length of opening business rather than business environment is selected to be a tool variable overcoming inner issues, showing that excellent urban business environment boosts technical innovation yield capacity through a linear model verifying the relation between six business environmental indexes and urban technical innovation yield capacity. Urban soft environment and infrastructures directly impact technical innovation yield capacity. This paper presents suggestions for optimizing business environment on focusing on urban soft environment and infrastructure construction, executing tax-reduction policies, improving financial services, boosting port goods transfer capacity, increasing trade convenience, intensifying trans-city to global technical trade and exchange so as to raise urban technical innovation level.

    This paper uses references and chronological series to review the research history of resources environmental carrying capacity, and summarizes its theoretical methods, covering its connotation, research scale and contents, establishing methods of evaluation index system, quantitative methods of indicators, evaluation methods of comprehensive carrying capacity and research trend. This paper analyzes the limits and evolutional trend of existing evaluation of resources environmental carrying capacity, and presents the research direction shall shift from resource evaluation and environmental protection to land spatial planning and sustainable development of eco-environment, which can be a constraint and reference for ecological civilization construction and development. Research on resources environmental carrying capacity is constrained by resource environment, orientated by spatial optimization. A scientific evaluation index system and appropriate evaluation method are key to evaluating resource environmental carrying capacity.
