摘要：
本文深入分析了我国土地开发整理监管工作的现状和存在的问题，探讨了破解我国土地开发整理监管工作存在的有关困惑，应着力解决监管体系建设、增强执行力和提高监管工作地位等，提出了在新形势和新的管理方式下，加强土地开发整理监管工作的有关政策建议，包括制定土地开发整理行业监管办法、改进土地开发整理监管工作方式、建立快速反应的监管巡查与责任追究机制、完善土地开发整理监管工作标准、解决土地开发整理监管工作经费等5个方面。
关键词: 土地开发整理；监管体系建设；资源保护
Abstract:
This paper analyzes the status and the problems to be solved during land consolidation and rehabilitation, discusses the approaches to the perplexed problems, to enhance the supervision work, to boost execution, and to increase the administration level of supervision work. This author presents some suggestions to make policies for the new environment and new management, including supervision means, supervision improvement, responsibility, standards, and budgets in land consolidation and development.
