资源型城市产业转型研究 ——基于干中学理论

摘要:

本文通过引入“干中学”理论模型,揭示资源型城市产业转型困境背后的经济规律:在资源型城市发展过程中,由于将大量生产要素投入于干中学效应较小的“资源型”部门或产业,对其他部门和产业产生“挤出”效应,知识要素积累严重缺乏,加之“资源锁定”效应,从而使得产业转型面临极大困境。资源型城市应积极利用国际国内经济深度调整及资源税改革契机,积极承接产业转移,大力发展“干中学”效应较大的产业,加快知识要素积累,加强自主创新能力建设,为产业转型打下坚实基础。

Abstract:

This paper by applying the theory of learning by doing reveals an economic rule behind the dilemma of industrial transformation of resourcesbased cities. During their development, vast productive elements are invested in resources departments or industries with less learning by doing effect, which squeezing other departments and industries. Lack of knowledge elements, affected by resource locked, industrial transformation is facing dilemma. Resources-based cities should actively use global economic adjustment and resource tax reform to proceed industrial transformation and to develop the industries with big effect of learning by doing, accelerate the knowledge accumulation, boost creation and innovation, which underpins the industrial transformation.
